Tuvalu Trust Fund Advisory Committee Member, Public Sector Reform

Support Tuvalu to strengthen its public sector reform and institutional capacity

Three-year part-time assignment with potential to extend

Based in New Zealand with periodic travel to Tuvalu, Australia, and Fiji

Through the New Zealand Aid Programme, the New Zealand Government is partnering with the Government of Tuvalu (GoT) to support them in strengthening their public sector and institutional capacity. As part of this approach, MFAT is seeking a Tuvalu Trust Fund Advisory Committee (TTFAC) Member to work alongside GoT as it builds the foundations to undertake a holistic, long-term approach to public sector reform in Tuvalu.

The Key Functions for the Tuvalu Trust Fund Advisory Committee Member are to:

Advise and support the Government of Tuvalu in undertaking public-sector reform and institutional strengthening.

Advise the Government of Tuvalu and the Board of the Tuvalu Trust Fund (TTF) on the TTF's management.

Update the New Zealand Ministry of Foreign Affairs (MFAT) on the TTF's progress and developments related to Tuvalu's public-sector reform.

Work with other TTFAC members to submit reports to the GoT and TTF Board every six months.

Provide additional advice, research, studies, or analysis as requested by the TTF Board.

Attend overseas TTF meetings and join TTFAC fact-finding missions in Tuvalu as required.

The qualifications and expertise required to be successful in this role will include (among other things):

A postgraduate tertiary qualification (preferably at Honours level or above) in economics, finance, law, accounting, or a related discipline.

At least 10 years of relevant experience in public-sector reform, with at least 5 years at a senior level.

Demonstrated understanding of institutional building, national and local governance, and state-sector reform issues.

Experience in assessing the performance of public-sector organizations and supporting the design and implementation of development programs.

Knowledge of national budget systems and financial reporting.

Prior experience working with government agencies and processes within the Pacific region.

Excellent oral and written communication skills with the ability to produce high-quality reports.

Demonstrated ability to facilitate meetings and consultations at a senior level.

Well-developed strategic thinking and problem-solving skills.

Experience in roles in the Pacific with a capacity-building focus.

As a TTFAC Member, you will be required to build positive and productive relationships with senior GoT officials and key stakeholders. You will have the ability to quickly grasp and understand technical and operational issues in a small Pacific Island context, be politically astute, and contribute actively to New Zealand's International Development Cooperation programme.

The appointee will be expected to adhere to the professional standards of a senior technical advisor and maintain integrity, objectivity, and political neutrality during the assignment. This role will appeal if you are interested in being part of a programme that directly contributes to enhancing the livelihoods of Tuvaluans. The initial assignment will be for three years, with an option to extend. Travel to Tuvalu and Australia will be required and is anticipated to be once or twice per year. The contract will commence in September 2024.

The expected time commitment for this role is approximately 15 days per quarter, with an option to work additional hours subject to MFAT approval.
