Team Leader, Strategic Recovery & Resilience

This role will utilise your strong understanding of recovery management theory and practice, and your experience developing strategic frameworks.
The National Emergency Management Agency (NEMA) provides national leadership to New Zealand's distributed emergency management system. NEMA's primary focus is on the performance and capability of the emergency management system as a whole, across all hazards and all risks and the 4 Rs of risk reduction, readiness, response and recovery.

Purpose of the Role
The purpose of the Team Leader, Strategic Recovery & Resilience is to:
Lead the development and maintenance of the strategic framework for recovery including national planning, evaluation and monitoring of arrangements, provision of guidance and capability development.
Take the lead at the national, and at times international level, in representing the Agency's position in advancing recovery by actively engaging with relevant stakeholders, especially at strategic or sector-wide levels.
The role sits in the Risk and Recovery Unit / Te Wahanga Morea me te Whakaora, responsible for leading the development of hazard risk management and recovery policy and practice, including the development of strategic national frameworks and best practice guidance. The unit also coordinates science and technical advice on hazard risk management, and coordinates central government recovery activities during and following emergencies.
As NEMA is an operational agency, there may be a requirement to respond to emergency activations in the event of a national emergency response. This may include potentially long hours and challenging working conditions, e.g., an emergency could occur at any time of the day or night and may require working shifts and/or working weekends. NEMA provides thorough training prior to you being required to assist in a response. NEMA will do all in its power to support staff in meeting their work and family responsibilities during an emergency. The welfare and wellbeing of our staff is of utmost importance.
In an event, your role will be in the Recovery function.

A relevant tertiary qualification or an equivalent body of knowledge and experience
Understanding of recovery management theory and practice
Proven experience in the development of strategic frameworks and advice
Excellent presentation and facilitation skills
Advanced level of communication and well-developed interpersonal skills including effective negotiation and conflict resolution skills
Strong experience in building and maintaining effective relationships across a range of groups and individuals with potentially conflicting interests
Experience working closely with senior leaders and elected officials

The indicative salary range for this role is $144,291 - $161,266 including Kiwisaver employer contributions.
