The National Emergency Management Agency (NEMA) provides national leadership to New Zealand's distributed emergency management system. NEMA's primary focus is on the performance and capability of the emergency management system as a whole, across all hazards and all risks and the 4 Rs of risk reduction, readiness, response and recovery.

The purpose of the Team Leader Regional Engagement is to:
Manage and develop the team of distributed Regional Emergency Management Advisors (REMAs) throughout the country.
Lead NEMA's relationship management with the CDEM Groups, local authorities and other local and regional stakeholders; and represent their interests internally within NEMA.
Engage with CDEM Groups, local authorities and other local and regional stakeholders on their statutory responsibility for delivering all aspects of CDEM to their communities.
The position sits with the Regional Partnerships Unit (RPU), which consists of three teams, Regional Engagement, Emergency Management Leadership Group and Financial Assurance. The Regional Engagement team consists of Regional Emergency Management Advisors (REMA) throughout the country providing relationship management and strategic advice directly to the CDEM Groups.
As NEMA is an operational agency, there may be a requirement to respond to emergency activations in the event of a national emergency response. This may include potentially long hours and challenging working conditions, e.g. an emergency could occur at any time of the day or night and may require working shifts and/or working weekends. NEMA provides thorough training prior to you being required to assist in a response. NEMA will do all in its power to support staff in meeting their work and family responsibilities during an emergency. The welfare and wellbeing of our staff is of utmost importance.
Due to the nature of our role in Emergency Management, NEMA has a very dynamic work environment and as a small agency, staff are often required to pivot and change focus on their work at short notice. Attributes of adaptability, agility, resilience and curiosity are all required on a daily basis, in and out of times of emergency response.

We are looking for a candidate with the following attributes:
A proven and tested leader, with the ability to lead in emergencies and under pressure
Exceptional relationship management, negotiation, and influencing skills, particularly at senior levels of organisations
High level of judgement with the ability to make effective decisions and/or problem-solve in complex organisational and political situations
High degree of initiative, able to identify risks, seek solutions to obstacles, and initiate appropriate actions to achieve required outcomes as the situation changes
Ability to translate technical knowledge, policy, doctrine and concepts into practice
Self-management and able to stay calm under pressure, with a high level of personal resilience and adaptability
Willingness to grow Maori capability and cultural confidence
Significant experience as a Senior Regional Emergency Management Advisor, or equivalent experience in emergency management at regional and national levels
Operational leadership of high-performance teams in distributed/remote conditions
Demonstrable skills and gravitas in emergency situations, with evidence that others trust and respect the advice provided
A tertiary qualification or equivalent in emergency management or related discipline or an equivalent body of knowledge and experience
Experience managing and prioritising the workload and wellbeing of a team in high-performance, changeable environments
Experience in persuading, influencing, building and maintaining collaborative relationships with key stakeholders and partners including iwi, Ministers, Mayors, elected officials and Senior Executives
Knowledge of the machinery of local and central government

The indicative salary range for this role is $144,291 - $161,266 including Kiwisaver employer contributions.
