Senior Technical Advisor, Public Financial Management and Public Policy - Niue Through the New Zealand Aid Programme, the New Zealand Government is partnering with Government of Niue (GoN) to support them to strengthen their public financial management (PFM) and Public Policy systems. As part of this approach, MFAT is establishing a Senior Technical Advisor, Public Financial Management and Public Policy - Niue to work alongside GoN as it builds the foundations to undertake a holistic, long-term approach to PFM and public policy in Niue. The Key Functions for the Senior Technical Advisor, Public Financial Management and Public Policy - Niue are to: Develop a pipeline of new initiatives which complement existing Niue, New Zealand or other development partner-supported PFM and public policy initiatives. Provide insightful and timely advice to support long-term sustainability of GoN's PFM processes and procedures. Provide strategic advice, support, and PFM technical guidance to Niue's Financial Secretary, as requested, that is clear, concise, and outcome focused. Develop and support strong working relationships between GoN, MFAT, other development partners, and the Office of the Secretary of Government. Work alongside NZHC staff in Niue and Wellington MFAT team members to align with other activities and context in the Niue Programme to avoid duplication and maximise impact. The qualifications and expertise required to be successful in this role will include (among other things): A postgraduate tertiary qualification (preferably at Honours level or above) in economics and/or finance or equivalent qualification; and at least 10 years relevant experience in Public Financial Management in a government capacity (preferably with at least 5 years at a senior level). Including a demonstrated understanding in the following areas: supporting the design and implementation of PFM policy and reform programmes; national budget systems and their connections to PFM functions; knowledge of financial and statutory reporting; financial management practice and legislation; A minimum of 10 years' relevant professional experience, with experience in public financial management and fiscal policy in a government capacity. Prior experience working with government agencies and processes within the Pacific region. Demonstrated technical expertise in public financial management in a government capacity. Demonstrated ability to facilitate meetings and consultations at a senior level within Government of Niue and with key development partners. Excellent oral and written communication with a proven ability to produce high quality reports including but not limited to Terms of References and contracts. Proven experience managing and monitoring projects, reporting and general project management. Well-developed strategic thinking and problem solving skills. Demonstrated experience in roles in the Pacific with a capacity building focus. As Senior Technical Advisor, Public Financial Management and Public Policy - Niue, you will be required to build positive and productive relationships with senior GoN officials and key stakeholders. You will have the ability to recognise the importance of stakeholder engagement, quickly grasp and understand technical issues, be highly organised and self-motivated and understand and respect the culture and diversity of the environment. You will be proactive, politically astute and contribute actively to New Zealand's International Development Cooperation programme. The appointee will be expected to adhere to the professional standards of a senior technical advisor and maintain integrity, objectivity and political neutrality during the assignment. The initial assignment will be for a maximum of 690 days over three years. Travel to Niue will be required and is anticipated to be four trips per year, each for two weeks.
