This role sits within All of Government Services Delivery (AoGSD), part of the Digital Public Service Branch (DPS) who bring together the functions that deliver services to or for the public sector and is responsible for an All of Government Portfolio of digital products and ICT Services. The role of the Digital Public Service branch is to work with and through agencies to drive and deliver a customer-centered digital government.
We champion the use of Common Capabilities and centralized essential information products and services across agencies, as well as championing All of Government standards and guidelines.
The Back Office Digital Transformation Service (BoDTS) is one of these centralized services and has been created to reduce the cost, risk, complexity and time taken to deliver back-office systems, through standardized, high-quality, all-of-government processes, tools and systems.
The Service provides agencies with a common set of standardized processes and will provide tools to support agencies as they modernize their back-office functions (e.g. HR, Finance, Procurement) making use of previously used collateral and design to streamline the process, to lower cost and risk, and to increase efficiency.

We are on a quest to find a technical expert who can not only lead with credibility, expertise and energy but also influence a wide range of stakeholders to deliver results. As the Manager Technical Operations, you will lead the Technical Operations team, who are responsible for and support the Common Process Model (CPM) and the software platform that the BoDTS uses to deliver services to agencies, including the CPM and Master Back-office Library (MBOL).
The MBOL is a centrally shared repository of reusable collateral previously used by other Agencies in their back-office modernization journeys.
You will manage a team of Subject Matter Experts across government to validate and enhance back-office designs that support agencies adopting the CPM and references for their back-office modernization projects across New Zealand Government Organizations.
As the Manager Technical Operations you will also act as the Product Owner for the tools used by the BoDTS, and will provide guidance and be accountable for the operation, maintenance and roadmaps of the BoDTS tools including software upgrades, patching, security requirements and the end user experience.
You will be responsible for;
Directing the Technical Operations team to deliver on their work programme with appropriate strategy, milestones, activities, reporting and performance analytics in place
Providing strategic professional leadership and delivery of the Common Process Model (CPM) and MBOL
Leading technical engagement with agencies' back-office modernization projects during the design/blueprint of their design phase
Providing guidance to the BoDTS teams on the use of the AOG Back-office Designs and the supporting modelling system assets
Leading the security, access and functionality of the BDT Service Tools
Leading Business Process Management including design and development of process frameworks.
Working with suppliers to validate the references and the documentation required to support Marketplace and the SaaS/MBOL team
Managing the licensing and commercial requirements for the BoDTS Tools
Managing a diverse range of stakeholder groups including those internally within the BoDTS team, Digital Public Service branch, externally with other Government Agencies, Advisory Boards, Governance Groups and System/Software developers and integrators.
As part of the BoDTS leadership team this role will support the Director BoDTS to implement and embed well-defined support services for the NZ All of Government Common Process Model (CPM), and Master Back-Office Library, enabling all government organisations at an enterprise level in their back-office modernization projects.

With a background in business process management and design you are comfortable navigating back-office design and enterprise architecture and can apply pragmatic thinking to tricky issues. You enjoy leading technical specialists and with excellent relationship management and communication skills can clearly facilitate technical and non-technical discussions.
You will possess;
Excellent leadership skills and an ability to build a high performing team
Ability to lead a team to help agencies with documentation, user stories, case studies and high-level technology options for their back-office modernization journeys
An understanding of quality assurance standards that incorporate a continuous improvement strategy to maintain and improve the AOG Back-office Designs to be up to date with international standards (ISO), NZ Legislation and policies
An understanding of enterprise architecture principles
In-depth knowledge and experience of administrating and developing an ARIS environment
Expert business analysis and facilitation skills of complex business environments where Enterprise Resource Planning (ERP) software is used
In-depth understanding of the NZ AOG Common Process Model and back-office practices enabled by digital architecture in a service
A desire to be part of a high performing team and winning culture
Excellent communication and relationship management skills – able to communicate with credibility and quickly build rapport and influence others.
