Manager SaaS and Master Back Office Library (MBOL), Back Office Digital Transformation Service Lead an innovative new service offeringDrive a culture of continual process improvementBuild a high performing teamThis role sits within All of Government Services Delivery (AoGSD), part of the Digital Public Service Branch (DPS) who bring together the functions that deliver services to or for the public sector and is responsible for an All of Government Portfolio of digital products and ICT Services. The role of the Digital Public Service branch is to work with and through agencies to drive and deliver a customer-centered digital government.
The Back Office Digital Transformation Service (BoDTS) is one of these centralized services and has been created to reduce the cost, risk, complexity and time taken to deliver back-office systems, through standardised, high quality, all-of-government processes, tools and systems.
The Service provides agencies with a common set of standardised processes and will provide tools to support agencies as they modernise their back-office functions (e.g. HR, Finance, Procurement) making use of previously used collateral and design to streamline the process, to lower cost and risk, and to increase efficiency.
We are looking for a highly competent and experienced leader to manage this newly formed team. Bringing with them energy and a focus for establishing a team of technical experts this role is responsible for the group who will deliver SaaS solutions and implementation, procurement, Enterprise Resource Planning (ERP) design support and delivery, and the development and implementation of the Master Back-office Library (MBOL).
The MBOL is a centrally shared repository of reusable collateral previously used by other Agencies in their back-office modernisation journeys.
This position will link agencies who are on similar transformative pathways identifying collaboration opportunities and providing access to the curated centrally managed MBOL where reusable best practice tools and implementation collateral is contained and shared.
You will also lead and provide awareness and direction on NZ AOG Back-office Design SaaS solutions available in Marketplace.
You will be responsible for;
Directing the SaaS/MBOL team to deliver on their work programme with appropriate strategy, milestones, activities, reporting and performance analytics in placeProviding strategic professional leadership and delivery of the Common Process Model (CPM) and MBOLManaging the establishment of the MBOL including standards, policies and requirements for curating collateralLeading the mandated requirements on the collection and reuse of collateral across government for the MBOLLeading the initial engagement with agencies back-office modernisation projects with ERP Subject Matter Expert guidance to help agencies with their feasibility, planning, implementation of Back-office projectsLeading the review process for SaaS submissions in MarketplaceEnsuring SaaS suppliers and implementation partners are capable of and committed to implementing the CPM in their products and servicesManaging a diverse range of stakeholder groups.As part of the BoDTS leadership team this role will support the Director BoDTS to implement and embed well-defined support services for the NZ All of Government Common Process Model (CPM), and Master Back-Office Library, enabling all government organisations at an enterprise level in their back-office modernisation projects.
As a natural leader you are capable of driving a newly formed team to deliver in a complex and innovative environment. You have a technical background so clearly understand the requirements of the team but also the bigger picture regarding the BoDTS service offering and the value it offers across the public service system. With excellent communication skills and as a credible orator you can speak to SaaS design and ERP solutions and can engage and communicate with both technical and non-technical stakeholders alike.
You will possess;
Excellent leadership skills and ability to build a high performing teamProject management skills to support ERP specialists' engagement with agencies and the lifecycle of back-office modernisation projectsDeep understanding of Software as a Service (SaaS) models, specifically related to back-office applications such as ERP (Enterprise Resource Planning), CRM (Customer Relationship Management), and other essential business functionsKnowledge of the NZ AOG (All-of-Government) SaaS solutions available in the MarketplaceExpertise in ERP systems and their implementationExperience with standard back-office functionalities and processes across government agenciesIn-depth understanding of information and data systems including large online catalogues and/or libraries including knowledge of best practices for data collection, management, and reuseA desire to be part of a high performing team and winning cultureExcellent relationship management, communication and networking skills - able to quickly establish, build and maintain effective working relationships.Please attach a CV and a cover letter advising us of your suitability for the role.
