Join our team at Napier City Council and lead the way in ensuring a safer workplace for all. We're looking for an experienced Health & Safety Operations Manager who's passionate about driving excellence, creating a positive safety culture, and ensuring compliance with top-tier standards.

This is a true operational role supporting our leaders and teams, to ensure health & safety is part of our daily business and ensuring we meet our regulatory standards and strive for best practice. You will provide expert advice & coaching, develop safety strategies, and promote reporting of incidents and hazards. You'll also support investigations, manage the Safety Management System, and provide key data to the Chief People Officer.

As part of the People & Capability Team, you'll deliver customer-focused H&S services and contribute to a culture of safety and wellbeing.

As our Health & Safety Operations Manager, your key responsibilities will include:


Lead and develop a high-performing, competent team with a focus on stakeholder/customer engagement and solutions.Provide direction and support in line with Council policies, ensuring a customer-focused regulatory approach.Handle recruitment, onboarding, and staff development, including coaching and mentoring.Empower employees by delegating responsibilities, setting clear goals, and providing regular feedback.Lead performance management through KPIs, feedback, and regular reviews.Improve and maintain the Health & Safety (H&S) system and frameworks to ensure high performance.Provide practical, hands-on technical advice on health and safety matters.Ensure Council complies with all occupational health and safety laws and maintains a safe work environment.Contribute to the development and implementation of strategic and operational H&S initiatives.Promote a culture of reporting incidents, hazards, and near-misses, and support teams in investigations and outcomes.Take responsibility for a core element of the Council's Safety Management System.Facilitate and support H&S management, team development, and small group coaching.Oversee contractor H&S performance, ensuring they meet Council requirements, including audits and risk management.Focus on improving contractor and supplier performance, working to meet and exceed safety standards.

About You:

Ideally a relevant qualification equivalent to NZQA Diploma Level 6 and/or related experience.5+ years operational experience in the field of health & safety.Collaborative working style and ability to influence without authority.Team Management skills.Highly developed interpersonal and communication skills with the ability to work effectively with a diverse range of stakeholders (internal and external).Excellent communication skills both written and oral.
