Inland Revenue plays a critical role in shaping the country's economic and social landscape.The Chief Data Officer (CDO) is a newly established, exciting and rare opportunity to guide this forward-thinking organisation through the endless possibilities that data provides a digital organisation. This is a strategic leadership position that will lead Inland Revenue's data innovation and strategy, ensuring that data is leveraged as a vital asset to enhance tax compliance, improve services to customers and inform policy across the sector.You will collaborate with key government & industry sector stakeholders and take leadership of the combined enterprise Data, Analytics and Insights teams. The CDO will anticipate the future of data, whilst driving today's innovation across the enterprise, influencing the way Inland Revenue unlocks the value of data to utilise it for everything from better decision-making to understanding customers.The successful candidate will be an established and proven leader with excellent stakeholder engagement and customer focus, who can demonstrate their passion and expertise in data, analytics and insights.The newly appointed CDO will need to develop a consistent enterprise approach for their teams that is delivery and value focussed, shifting the organisation towards a truly digitally enhanced customer experience.Key ResponsibilitiesLead the development and implementation of Inland Revenue's data strategy, ensuring alignment with both organizational goals and New Zealand government priorities.Champion data governance, data quality and the secure management of tax related data to ensure adherence to New Zealand's tax laws and international obligations.Ensure that data driven insights are prioritised and used effectively to enhance tax compliance, improve customer service, and support informed policymaking.Drive the adoption of advanced analytics, artificial intelligence (AI), and machine learning (ML) to improve tax collection and forecast compliance trends.Collaborate across government agencies, policymakers, and technology teams to ensure data interoperability and alignment with national digital transformation initiatives.Minimum RequirementsSenior leadership experience in data strategy, governance, and management preferably within government, finance, or other regulated environments.Senior leadership experience in bringing diverse teams and functions together in structured way to achieve common goals in a complex environment.Bring an external sector facing view focussed on delivering value to customers.Knowledge of New Zealand's tax and regulatory environment, with a proven track record of ensuring compliance with national and international data standards.Expertise in data security, architecture, governance, and analytics, with the ability to implement largescale, data-driven initiatives that represent value for money.Familiarity with emerging technologies such as AI, machine learning, and advanced analytics, and experience in applying these tools within a government or regulatory context.As Chief Data Officer, you will be at the heart of data transformation initiatives that improve tax compliance and better outcomes for New Zealanders.
