The purpose of this newly created role is to lead our function responsible for delivering regulatory assurance across the end-to-end commercial transport system. You will have ownership for the licensing, compliance monitoring, and the enforcement of commercial transport operations nationally, as well as responsibility for delivering the Safer Commercial Transport Operating model which is a risk-based; evidence-led compliance programme that ensures risk is targeted across the Commercial Transport sector in Aotearoa New Zealand. The function is also accountable for ensuring timely, legally defensible and proportionate enforcement action is taken to resolve compliance issues and mitigate risk.

This role leads a team of eight Compliance Managers based regionally across the country and our Commercial Licensing team through the Manager of Commercial Licensing.

In addition to your proven senior leadership skills, it is essential that you are an experienced regulator with a proven track record working within either a central or local government environment. We are an organisation going through change, so we are looking for candidates who have the skills and experience to enable change particularly when it comes to how we work and how our teams perform. You will be a seasoned people leader with well-honed skills in leading people through a change journey and will challenge the status quo.

Specifically, and to ensure your success, we would like you to bring the following:
A proven track record of managing large high-performing teams in an operational environment.
Senior leadership experience in a regulatory, infrastructure and/or service delivery environment managing critical risk identification and monitoring regulatory frameworks and processes.
Strong knowledge and understanding of regulatory policies and processes, preferably within the Government context.
Proven experience in complex delivery, prioritisation, and ability to work under pressure.
Experience leading change and continuous improvement initiatives to drive consistency and build capability.
Solid decision making and ability to impact overarching strategy.
Experience in leading, influencing and building credibility across a range of stakeholder relationships to drive behaviour change.
Strong communication and influencing skills with extensive experience in simplifying complex technical issues into simple business language.
You will also have knowledge of, or a willingness to gain an appreciation of te Tiriti o Waitangi (the Treaty of Waitangi) as it applies in the public sector.

We do this by monitoring our sector through audits, reviews and investigations and working with industry to drive best practice.
