Company Overview: Crown Infrastructure Partners (CIP) is a Schedule 4A company under the Public Finance Act. Effective 1 December 2024, CIP will also function as the National Infrastructure Agency. Their mandate is to advance the Government's infrastructure priorities by using private financing, and public and private funding to invest in Aotearoa New Zealand's infrastructure. Their purpose is to partner with the private sector, iwi, and central and local government to fund, finance and deliver infrastructure to improve the lives of New Zealanders.
Role Overview: The Chief Infrastructure Officer (CIO) is responsible for managing Infrastructure Funds provided by the government, along with co-funding from local government partners. The CIO will work closely with fund participants to ensure that funds are deployed successfully, meeting government objectives within specified timeframes and fiscal limits.
You will have a clear vision for bringing investment funds to the ground, ensuring that the funds are delivered effectively within the parameters set by the Crown. This is a critical, high-impact role that will require finely tuned risk management and clear strategic thinking.
Your expertise in navigating complex multiple stakeholder landscapes and influencing key partners will be crucial to ensuring timely and effective delivery of funded infrastructure projects. Fostering collaboration and encouraging urgency across government, iwi, and private sector partners to generate strong sustained momentum will be critical to successful infrastructure fund performance.
Key Responsibilities:

Proactively manage multiple infrastructure funds to meet Government objectives, to ensure on time delivery and adherence to funding envelopes.
Lead and oversee infrastructure projects with a focus on timely and cost-effective delivery.
Build and maintain strong relationships with government policy agencies and fund participants, including project owners, iwi, councils, NGOs and private sector participants.
Provide regular performance updates to senior stakeholders.
Oversee a team of project and relationship managers, ensuring high-performance standards.
Continuously improve fund management processes and operations.

Experience & Attributes:

10-15+ years of senior management experience, with a proven track record in multi-disciplinary and multi-faceted infrastructure project delivery.
Tertiary qualification in engineering (preferred).
Deep experience leading large scale infrastructure programmes.
Ability to accelerate project execution, ensuring investment is swiftly translated into on-the-ground results.
Commercial acumen with critical thinking, enabling effective decision-making in complex, high-stakes environments.
Demonstrated ability to drive urgency, maintain momentum, and ensure the continuity of spend and timely delivery of results.
Confident, proven executive leadership experience.
Excellent communicator with years of effective stakeholder management experience across the various stakeholder groups relevant to these funds.
