Reporting directly to the Asset Group Manager, and managing a team of nine, let's look at some of the things you could be doing:
Liaising with the Asset Group Manager, ensuring that they are regularly provided with activity updates, and apprised of any concerns that require their input.
Maintaining an understanding and working knowledge of legislation as it relates to the Three Waters activity, including the Health and Safety at Work Act 2015.
Minimising risk to Council by ensuring that knowledge is shared and recorded, procedures are correctly documented and adhered to, decisions are clear and concise, and levels of service are maintained.
Overseeing and managing the operational and capital expenditure for the Three Waters activity budget, operating within the financial authority as per the Delegations Policy.
Contributing to and overseeing asset management plans, identify, and manage critical assets.
Overseeing the capital works programme, including drinking water (treatment plant) upgrades and renewals, and water and wastewater pipe upgrades and renewals.
Contract management of Three Waters external contracts, including participating in the drafting of tenders, and the contracts relating to Waste Minimisation (collection, transport of material and education) including management of health and safety and tenders.
Project and contract management of projects performed by Three Water's operations staff.
Overseeing and maintaining operational knowledge of plans, in particular Water Safety, Sanitation Safety, and Stormwater Management Plans.
Contributing to and working within and overseeing budgets, both operational, annual, and long-term.
Undertake Audit and Risk, and Performance Measure reporting for Council.
For you, Three Waters isn't a catch phrase - it's a fundamentally important Council activity that impacts every person, every day. In addition to a New Zealand Diploma in Engineering (Civil Engineering) Level 6 (or demonstrable equivalent body of knowledge and experience), you will have a minimum 5 years' management or senior level experience in the Three Waters sector, including relevant legislation, and demonstrable contract management experience.
The icing on the cake would be a BE in Civil Engineering (Hons), qualifications in Drinking Water and/or Wastewater treatment, asset management, experience with drinking water and wastewater treatment and reticulation, stormwater management and reticulation, and asset management, NZS 4404:2010 Land development and subdivision engineering and of course previous local government experience.
