Three Waters Consent Replacement Programme - Expression of Interest Skip to content Play a crucial role in the sustainable management of our district's water resources.Work as part of a multi-disciplinary team on meaningful projects that have a lasting impact on the environment and community.3 year fixed term or contract positions available / Part-time or full-timeWhakatane District Council owns, operates, and maintains three waters infrastructure including stormwater, wastewater, and municipal water supply, across the Whakatane District. A number of three water resource consents, issued under the Resource Management Act 1991, are nearing expiration, and require replacement. This includes replacing consents associated with four wastewater treatment plants and thirteen water take consents across various areas.From 1 July 2024, the Council commenced a three-year programme of work to replace these water and wastewater consents. A supporting project team is currently being established and requires a number of experienced and skilled roles to be filled.We are currently seeking expressions of interest and applications for three fixed-term or contractor roles across the disciplines of project management, iwi engagement and co-design, and resource consent project planning.In summary, the key focus areas will be:Project Management:This vital role involves managing the replacement of specific three waters resource consents, including those related to wastewater systems for Whakatane and Edgecumbe, which are set to expire on 1 October 2026. You will play a crucial role in shaping a new approach to project management, working collaboratively with mana whenua and other key stakeholders to strategically think about wastewater management in the district. Your leadership will be essential in designing and implementing a process that successfully secures new resource consents in collaboration with mana whenua and other stakeholders.Iwi EngagementThis role is pivotal in ensuring that Te Ao Maori perspectives are integrated into our processes including through co-design approaches, ensuring the cultural and environmental well-being of our district. You will bring strong knowledge of resource management and treaty settlements and will be responsible for guiding project teams to meet their obligations under these frameworks.Consent PlannerLead the replacement of specified municipal water take consents by assessing planning requirements, offering planning guidance to project teams, commissioning technical work as needed, facilitating stakeholder engagement, and preparing or reviewing resource consent applications. Engaging closely with Tangata Whenua and other essential stakeholders is crucial to this role.
