Position Purpose:This role will be responsible for providing effective and efficient procurement advice, services, mentoring, and support to ensure that the University's approach to procurement encompasses robust market analysis, strategic sourcing, tender management, negotiations, contract management, and supplier relationship management.The Senior Procurement Specialist will facilitate a high level of collaboration across a diverse range of stakeholders involved in procurement, contract, and supplier management activities. This role requires a broad skill base of an experienced and autonomous procurement professional with well-rounded procurement and commercial skill sets reflective of the full procurement lifecycle.Department:Strategic Procurement & Contracts Office (SPCO)Location: Palmerston North or WellingtonReports to: Procurement ManagerInternal External Key relationships:SPCO and Finance teamExternal SuppliersITS External ConsultantsHeads of Schools/Institutes in MBIE / All of Government Colleges and DepartmentsGovernance BoardSenior Leadership TeamDirector Governance and AssuranceAbout this area The Strategic Procurement and Contracts Office (SPCO) is part of Massey's Finance team reporting to the Chief Financial Officer. The team helps the University achieve its objectives and deliver best value in terms of performance, delivery of outcomes, reduced cost, and customer satisfaction.Massey core capabilitiesAt Massey, we are Tiriti-led, upholding Te Tiriti o Waitangi principles through our practice, we:Demonstrate awareness of Te Tiriti o Waitangi and its contribution to Aotearoa New Zealand society.Understand the relevance of Te Tiriti o Waitangi in relation to the work of the University and the people we serve.Embracing Te Reo in relevant and practical ways in our workplace interactions and engagement with external stakeholders.AccountabilitiesProcurement & Tender ManagementInteract and collaborate with key stakeholders in identifying business needs, building relationships and selling the features and benefits of early procurement involvement.Lead, manage and support procurement and sourcing strategies from beginning to end.Develop and deliver procurement plans, tender documents, evaluation reports, and other procurement documentation within procurement processes.Work with the finance team throughout the procurement cycle to assist with forecasting and budgeting.Contract ManagementResponsible for managing, reviewing, negotiating, structuring, and/or administering contractual documents.Contribute to the development of compliance with policy, legal and regulatory requirements.Utilise a robust contract management system to monitor performance.Supplier Relationship ManagementConduct and participate in engagement meetings between suppliers and key stakeholders.Monitor the performance of suppliers, assessing their ability to meet quality and delivery requirements.Assist in the development of a supplier community that meets the University's objectives including sustainability and diversity inclusion.Strategic SourcingDevelop standardized metrics to monitor, track, and identify opportunities for continuous improvement.Conduct assessments of existing agreements to achieve savings and benefits.Work with the finance team to assist with forecasting and budgeting.Qualifications and ExperienceProven knowledge and experience in procurement practices with a minimum of 5 years in procurement.A degree in a relevant subject or additional certification in the field of procurement is desired.Demonstrated ability to develop and implement strategy plans and engage stakeholders.Capabilities - BehaviourCommunicationDevelop a clear understanding of needs and problems through careful listening and summarising.Leads discussions respectfully and delivers engaging communications.Working TogetherEstablish and maintain productive working relationships with stakeholders.Proactively identify and address potential issues with stakeholders.Continuous ImprovementImplement new systems, procedures, and tools efficiently when changes occur.Seek challenging opportunities to grow and develop knowledge, skills, and abilities.Delivering ResultsMaintain focus on critical work and expectations, completing work in planned timeframes.Service CentricAct with stakeholders in mind, seeking to understand and deliver on customer expectations.Capabilities - TechnicalProcurementLocates and uses basic tools and technologies for procurement functions.Risk ManagementProactively identify and manage risk within business area.Financial AnalysisImplement valid financial analysis aligned with key criteria and goals.Pre-employment checksRequirement to pass a Criminal and Traffic Convictions Check performed by the Ministry of Justice.Requirement to pass a Credit History Check performed by Equifax.
