New Zealand's Treasury is recruiting to deliver a once-in-a-generation policy objective with respect to risk financing and insurance for public assets.
We are seeking three highly motivated and technically proficient Senior Analysts to work with a project lead from the Treasury's balance sheet team. Ideal prior experience would include finance, commercial, legal, or risk facing roles with a mix of backgrounds forming an ideal team.
An initial six-month project (to 30 June 2025) will deliver a strategic case for efficient and effective management of an all-of-Crown portfolio of risk. The work will build a draft proposal to decision readiness, enabling the right capability and information to inform the effective balance sheet management of contingent risk.
Each role will have a specific focus within the project:
Assessing the risks and opportunities for portfolio management of public risks, including implications for domestic and global insurance markets and considering the product range of generally insurable risks to apply a portfolio approach to.
Assessing the potential system utilisation of asset and hazard data collected through an insurance model, to support opportunities for improving system resilience and development of risk policy.
Assessing the institutional risks and opportunities as part of the strategic case. This includes the use of Ministerial levers, the consideration of legislation, and best practice institutional governance and performance.

Success in this project would see approval to move from a strategic, planning phase to a detailed design phase.

The ability to manage relationships across a range of senior level stakeholders, both internally and externally.

The ability to work collaboratively, and maintaining effective communication and teamwork while working at pace.
The right candidates will be familiar with insurance, asset management to promote resilience, and/or funding and financing within the public sector.
