About the Ministry for Regulation The Ministry for Regulation is a newly established small government agency with a big job to do. We lead the regulatory management system (the set of policies, institutions, processes and tools employed by central government to pursue and maintain good quality regulation) and contribute to the design and operation of individual regulatory systems. About the Roles The Ministry has a number of newly established Senior Advisor opportunities within the Reviews and System Capability Group. The group's core functions are to: Uplift regulatory system capability using a variety of interventions and mechanisms. Improve regulation and regulatory systems by undertaking targeted reviews of varying scope and scale. The Senior Advisor plays a key role in supporting regulatory reviews and capability-building initiatives within a collaborative operating model that leverages expertise from across the organisation. Collaborating with a group of advisors at all levels, you will help advance the Ministry's broader initiatives, strategies, and approaches by supporting a variety of work across the reviews and system capability areas. The position functions in a complex and ever-changing environment. We are looking for experienced individuals who are enthusiastic about joining our team. System Capability Team - One vacancy The System Capability team is a dynamic and multi-disciplinary team working to raise the capability of regulators to design, operate, and govern regulatory systems effectively. The Senior Adviser role is crucial to delivering influencing products to the regulatory sector. Our influencing products need to be relevant to current needs and to support leaders to make tangible improvements in their regulatory systems. They need to be based in evidence, but also be creative in their execution. Releasing expectations and guidance about good regulatory practice, including leadership and governance. Analysing the New Zealand regulatory sector and its workforce. Promoting opportunities for regulators in New Zealand to collaborate with, and learn from, regulators here and overseas. Contribute to Cabinet papers, briefings, Ministerial correspondence, Official Information Act requests, parliamentary questions, and other ad hoc requests from Ministers. Regulatory Reviews Group - Up to nine vacancies This is an opportunity to do things differently and catalyse real change in NZ's regulatory systems. As a key part of a regulatory review team you will lead important elements of large-scale regulatory reviews, and also own the investigation and resolution of one-off regulatory issues raised by a variety of stakeholders. You will be a smart thinker, able to quickly understand complex issues and articulate a sensible way forward. We have a fun, creative environment where we work collaboratively with stakeholders and across government. With two large scale reviews already underway, and more anticipated soon, we are looking for people with a diverse set of skills to support the work we do. Lead work on Cabinet papers, briefings, Ministerial correspondence, Official Information Act requests, parliamentary questions, and other ad hoc requests from Ministers. As you support key stakeholder engagement activities, you will have the opportunity to meet with a range of people and agencies to progress regulatory system improvement. Work alongside others to understand the issues and develop practical solutions for consideration in review findings. Undertake research and analysis of regulatory systems under review. Contributing to continuous review and improvement of our approach to reviews. You will be an effective team player willing to support, coach and mentor others in the team. You will bring with you to the role: A solid grasp of the public sector and how agencies operate. The ability to identify the best process and/or framework to achieve the required outcome. Strong written and verbal communication skills, along with numerical and/or data literacy, with the ability to communicate issues and concepts clearly and concisely. Excellent critical thinking and judgment skills, and able to apply this in a policy and regulatory environment. Sound understanding and experience in regulatory policy, economics, operational policy or regulatory operations, including understanding of legislation. Has experience in regulatory operations, operational policy, regulatory policy, or capability development.
