About the Ministry for Regulation
The Ministry for Regulation is a newly established small government agency with a big job to do. We're here to improve the quality of regulation so all New Zealanders can flourish. We lead the regulatory management system (the set of policies, institutions, processes and tools employed by central government to pursue and maintain good quality regulation) and contribute to the design and operation of individual regulatory systems.
We are a small group of dedicated professionals, working in a 'can do' environment.
About the Role
The Ministry has three newly established Senior Advisor opportunities within the Policy Group.
The Policy Group's core functions are to:
Provide strategic co-ordination and oversight of the regulatory management system.
Lead thinking on regulatory stewardship and support the public sector to meet its obligations.
Oversee and run the regulatory impact analysis system.
Provide second-opinion advice on significant regulatory proposals across government.
Two of the successful candidates will be members of the Regulatory Management System Team. The core responsibility of this team is to:
Advise our Minister on the Regulatory Standards Bill. Once passed, this team will have a lead role in the implementation and stewardship of the Bill, and associated initiatives.
Provide advice on, and delivery of, other improvements to the Regulatory Management System.
You will lead and contribute to policy advice and processes relating to components of the Regulatory Standards Bill, working closely with others in the team and wider Ministry. You will also work on other areas of the Regulatory Management System, to improve the system over time.
The third successful candidate will be a member of the Regulatory Policy Design Team. This Senior Policy Advisor role will focus on delivering the team's central agency independent advice function. They will be part of a motivated and supportive team delivering this function and will work closely with colleagues who are responsible for the day-to-day operation of the regulatory impact analysis system.
The specific work and focus of the role will change over time to reflect the priorities of the Ministry and Minister for Regulation, but you can expect to:
Engage with other agencies on significant policy proposals.
Provide independent advice to our Minister on significant proposals.
Contribute to work focused on determining the strategic direction of the Ministry, including machinery of government and public sector management considerations.
We are looking for someone who:
Has a tertiary qualification (or equivalent experience working in government). A relevant qualification (e.g. law or economics) would be a bonus.
Has relevant experience working in policy roles, preferably including regulatory policy.
Strong written and verbal skills with the ability to communicate complex issues and concepts clearly, succinctly and with influence.
Has a good knowledge of a range of policy frameworks and methods, and strong knowledge of the machinery of government.
Demonstrates strong critical and logical thinking. Has political nous and incorporates consideration of government priorities into the way they present advice.
Has demonstrated the ability to quickly form good relationships and work effectively, empathetically, and collaboratively in a team environment, including a positive and effective coaching and feedback style.
Demonstrates personal integrity, sound judgement and an honest and ethical approach. You exercise sound judgement and pay good attention to detail.

Salary range: $108,126 - $143,618 dependent on skills and experience.
