About us:
The Ministry for Regulation is a newly established small government agency with a big job to do. We're here to improve the quality of regulation so all New Zealanders can flourish. We lead the regulatory management system (the set of policies, institutions, processes and tools employed by central government to pursue and maintain good quality regulation) and contribute to the design and operation of individual regulatory systems. We are a small group of dedicated professionals, working in a 'can do' environment.

About the Role:
The Ministry has a secondment opportunity in the Policy group within our Regulatory Policy Design team. This Senior Policy Advisor role will focus on delivering the team's central agency independent advice function. They will be part of a motivated and supportive team delivering this function, and will work closely with colleagues who are responsible for the day-to-day operation of the regulatory impact analysis system.

The specific work and focus of the role will change over time to reflect the priorities of the Ministry and Minister for Regulation, but you can expect to:

Engage with other agencies on significant policy proposals

Provide independent advice to our Minister on significant proposals

Contribute to work focused on determining the strategic direction of the Ministry, including machinery of government and public sector management considerations

You will be part of the broader Policy team and have an opportunity to contribute to a variety of work across the team, and wider Ministry. The role operates within a complex and dynamic environment that requires a capacity to exercise flexibility and sound judgement, juggle multiple tasks and develop and maintain effective relationships. You will undertake a mixture of fast-paced, short-term work and longer-term deeper thinking.

About you:
We are looking for someone who:

Has a tertiary qualification (or equivalent experience working in government). A relevant qualification (e.g. law or economics) is desirable.

Has at least 5 years' experience working in policy roles, preferably including a mix of regulatory policy, strategic policy, public sector management

Demonstrates personal integrity and an honest and ethical approach. You exercise sound judgement and pay good attention to detail

Strong written and verbal skills with the ability to communicate complex issues and concepts clearly, succinctly and with influence

Has a good knowledge of a range of policy frameworks and methods, and strong knowledge of machinery of government

Demonstrates advanced critical and logical thinking. Has political nous and incorporates consideration of government priorities into the way they present advice

Has strategic thinking capability to identify what is important for the policy area in the long term, and system thinking to see policy issues in the wider context

Has demonstrated the ability to quickly form good relationships and work effectively, empathetically, and collaboratively in a team environment, including a positive and effective coaching and feedback style

Understands and cares about the impact that regulation has on the lives of every New Zealander, and the nuances involved in improving regulatory outcomes
