Who we are
We are the Government's lead civilian advisor on defence. We also purchase major equipment which becomes a capability when it is used by those in service of the New Zealand Defence Force.
About the role
The Ministry of Defence Capability Delivery Division has primary responsibility to lead the multi-disciplinary teams that define, develop and deliver a military capability for the New Zealand Defence Force.
Capability in this setting is defined as 'the personnel, equipment, platforms, and/or other materiel that affect the capacity of New Zealand to undertake military operation'.
As the Project Lead you will be joining the Protected Mobility Capability Project (PMCP) which is a small, discrete and tight knit team focused on the replacement and refresh of all the Army operational platforms. The PMCP portfolio includes a variety of platforms, from light high mobility vehicles to the 8x wheeled light armoured vehicles (LAV), the associated infrastructure, and ancillary equipment necessary to fully enable the New Zealand Army.
Reporting into the PMCP Integrated Project Team Leader (IPTL), the Project Lead role will take on the responsibility for the Utility Vehicle stream. This procurement will be executed in stages (tranches) and will eventually replace Army's current in service unarmoured utility vehicle fleet, introduce infrastructure improvements and liaise with multiple user groups across 5-6 Military Camps.
Whilst the IPTL is accountable, the Project Lead role is responsible for the delivery of the Utility Vehicle stream and you will have the discretion to lead this stream with a degree of autonomy whilst having the technical support from the PMCP team and MoD at large. You will be asked to attend Board sessions in order to report on the stream progress and must have demonstrable stakeholder management experience at senior/executive level.
To succeed in this role, you will have highly developed leadership skills, excellent communication and stakeholder management, the ability to lead from the front whilst also acting as part of a team (we are a small team, with a relatively flat structure).
Key qualities and experience will be a background evidencing the ability to take on significant responsibility such as successful delivery of multi-million projects (or sizeable missions), leading people, skillful management of budgets, troubleshooting consensus building, and lateral thinking to resolve complexities. You will be accustomed to communicating effectively at all levels and making your case to your teams and to the senior personnel (e.g. Board, etc.).
We want to know about the skills and experience you will bring to this role, so we have listed the role requirements below:
Demonstrable experience managing significant responsibility, leading people, managing budgets, projects, initiatives (or missions or operations).
Experience managing communication activities within and externally with other organisations, Ministers Office and the New Zealand public or communities.
High level of analytical thinking, information gathering and organisation skills, both at the macro level and at the detailed level when required to do so.
Experience managing official information requests and awareness of the bigger picture (optics, politics, commercial, legislation, health & safety, etc.).
Knowledge of Government procurement processes and Machinery of Government.
Demonstrated success in building and maintaining internal and external relationships.
Proven team leadership, management, mentoring, in a fair and equitable manner.
