Job Description

Job Title: Programme/Commercial Manager

Role type: Full Time Fixed Term through to June 2028

Location: Wellington

Salary range: Band A - $158,916 to $212,730 depending on skills and experience

Korero mo te Turanga - About the Role
The Programme/Commercial Manager will be responsible for leading the day-to-day delivery of the Plant Health & Environment Capability Programme (PHEC). You will be partnering with Crown infrastructure delivery agency Rau Paenga (RP) to deliver the programme.

The PHEC programme was established to construct a new Plant Health and Environment Laboratory and Post Entry Quarantine facilities. This will enhance MPI's capacity to manage the changing demand for diagnostics, surveillance and incursion investigation for new and emerging pests and diseases.

You will work closely with the Programme Director to establish and maintain the programme planning and management. Your responsibilities will change throughout the programme so you will need to be flexible and adapt as it advances.

In this role, you will:

Lead and manage team members, ensure communication, engagement, learning and development and performance management are implemented

Manage and collaborate with all stakeholders to the programme, from consultants, suppliers, contractors and other government agencies or organisations

Implement the programme's strategies and objectives

Assess and manage deadlines, budgets, activities, and key programme milestones in conjunction with Rau Paenga, the contractor and the internal MPI team

Quality assure and assist with preparation of reports for governance requirements

Draft decision papers and internal memos for the Senior Responsible Owner and Programme Governance Boards

Mou - About You
You have extensive experience leading and managing large-scale programmes, ideally in the infrastructure field, and you know how to navigate construction, design, and contract requirements. You have a passion for engaging with a diverse range of stakeholders and take a strategic approach to ensure a great outcome is reached. Your leadership and management skills are crucial in maintaining cohesion for the programme.

You will have proven capabilities in:

Stakeholder management - experienced in developing and managing relationships with a wide range of senior stakeholders

Knowledge of construction methods and technologies, and ability to interpret technical drawings and contracts

Strategy, governance frameworks, operating models, improvement frameworks and change management

Mentoring and guiding project managers

The ability to solve complex problems using judgement and initiative.

The Plant Health and Environment Capability Programme team is part of the Biosecurity NZ Services directorate. The team is split between Wellington and Auckland.
