Play a crucial role in shaping a major infrastructure project that will enhance New Zealand's prison system.
Lead strategic procurement outcomes in a dynamic, multi-year PPP environment.
Fixed-term available until December 2025 with possible opportunity of longer-term extension.
Based in Wellington.
Nga kawenga | About the role The Department of Corrections has three interconnected organisational outcomes; to improve public safety, reduce reoffending and reduce the overrepresentation of Maori.
Our ability to deliver on these outcomes is underpinned by the quality of our facilities and infrastructure – a critical enabler for success.
The Department has done significant work in understanding its current asset base and planning for a safer and more fit-for-purpose network, with Christchurch Men's Prison (CMP) identified as the next strategically important site that requires investment and redevelopment.
Consequently, an exciting opportunity has been created for an experienced Procurement Lead to support the CMP Redevelopment Programme.
This is an opportunity at the beginning of a large complex programme, to help shape one of the main vertical asset construction programmes in the South Island.
As the Procurement Lead, you'll provide specialist procurement leadership, strategic and tactical advice, including commercial contracting assistance to the CMP Redevelopment Programme.
We are seeking an individual with a proven track record in construction procurement, enriched by valuable experiences and insights.
Additionally, we value a strong leadership presence, characterised by the ability to coach, mentor, and lead through influence.
You will take a strategic view to the Programme's procurement activities and use your knowledge of Government Procurement Principles, including Procurement 2.0, to show a progressive approach to your procurement discussions.
This role is busy and varied and you will need to 'roll your sleeves up' and have the opportunity to: Collaborate with Programme leadership to formulate procurement strategies, planning, frameworks, and contracts for major Programme deliverables.
Foster strong relationships within the procurement model, ensuring collaboration across the National Procurement Team.
Lead end-to-end tender processes for complex/high-value Programme deliverables, using your commercial acumen to position outcomes as required within various commercial models.
To be successful in this role you will have: Experience in construction sector procurement is essential, specifically that related across differing commercial models, such as Public Private Partnerships.
Advanced knowledge of Government Procurement Rules and Principles, including their application in complex and demanding commercial engagement.
Previous experience within the public sector leading the delivery of the required procurement outcomes including but not limited to the management of complex and/or high value/risk tender processes.
Advanced negotiation and influencing skills relating to the negotiating of supply/service contracts.
Strong relationship building skills, with a proven ability to proactively develop effective relationships with internal and external stakeholders.
A well-organised approach with the ability to prioritise, work effectively autonomously or as part of a team and without frequent direct supervision.
The midpoint of the salary range is $143,461 per annum and the full range (85%-120%) is $121,942 - $172,154 per annum.
Appointment and remuneration will reflect skills and experience relevant to the role.
