About the role | Ko te mahi nei Palmerston North City Council is seeking a Procurement and Contracts Advisor to join our small, but ambitious, Procurement team within our Corporate Services Group. You will be responsible for managing tender processes, giving advice on purchasing procedures, drafting commercial documentation and finding ways to save money and working more efficiently. This role involves providing advice on the management of contracts and supplier relationship management. This is a permanent full-time role, 40 hours per week, Monday to Friday. Your focus in this role will include: Supporting internal stakeholders with defining their requirements. Identifying suppliers capable of meeting product and service requirements. Preparing and reviewing draft contracts, using PNCC's suite of templates with the support of Legal. Support contract negotiations and execution using sound commercial judgment. Participate in design review and tender assessment and evaluation processes. About you | Ko Koe Tenei This is a hands-on role so you will need to have a solid foundation of 2-5 years procurement experience, including proven experience running an end-to-end tender process (public sector procurement experience preferred). You will be detail-focused, have strong problem-solving skills and the ability to think strategically. To excel in this role, you should possess the following skills and experience: Tertiary qualification or similar professional qualification in a relevant field (procurement, supply chain, business, civil engineering, construction or alternatively a Diploma or Certificate Level engineering qualification with extensive work relevant experience is desirable). Well-developed financial and political management skills. Contract Management experience, especially related to the construction sector, would be a plus. Demonstrated high level of written and oral communication skills particularly as required for contract documentation and contractor management. Proficiency with relevant Microsoft Office tools (advanced MS Excel skills desirable).
