Te Whiwhinga mahi | The opportunity
We are looking for a highly skilled and experienced Principal Rail Safety Officer - Rail Infrastructure to join our team and deliver effective regulatory management through monitoring the compliance of rail license holders and rail participants. You are expected to carry out the full range of regulatory functions to ensure Waka Kotahi is effective in delivering its regulatory responsibilities.
You will use your key rail industry knowledge and rail systems expertise along with a civil engineering background to assess the condition of the national rail infrastructure by completing condition reports and assessing asset management plans to make targeted recommendations and remedial actions. You will build stakeholder confidence working closely with our partners and deliver safety education and expertise to the Rail industry and provide a great experience for users of the land transport system.
You will have experience and proven success using best practice methodologies to deliver outcomes and system performance improvements. Key to your success will be your ability to work collaboratively while applying strategic and lateral problem solving, system thinking and the appropriate management controls to drive delivery in a complex, shifting environment. You will have the backing of a high performing, supportive team and will thrive in a fast-paced environment concurrently managing ambitious stakeholder demands and dealing with ambiguity.
This is a national role involving travel across New Zealand to complete on site assessments.

To be successful in this role, you will be able to demonstrate the following knowledge and experience:

Extensive practical experience and knowledge of rail infrastructure, construction, or other transport related civil engineering field
Experience and knowledge of transport industry operations
Experience in assessment (audit) planning, delivery, and reporting
Detailed understanding of regulatory principles and practices
Strong investigative, risk assurance or lead audit experience
Significant regulatory compliance experience
Proven experience in performance or outcome monitoring
Proven success in the building and maintenance of effective relationships
Strong critical thinking and problem-solving skills
A willingness to travel throughout New Zealand

Qualifications:

Tertiary qualification or significant relevant experience in a civil engineering field
Significant experience in a regulatory compliance role

You will demonstrate knowledge of, or a willingness to gain an understanding of Te Ao Maori and promote tikanga and Te Reo Maori. You will also have knowledge of, or a willingness to gain an appreciation of te Tiriti o Waitangi (the Treaty of Waitangi) as it applies in the public sector.

The Rail Safety Regulator regulates the safety of railways and trains. We ensure the organisations involved in rail activity meet their safety duties and obligations and ensure system level risks are managed using education, engagement and regulatory enforcement.
