The Public Health Advisory Committee (PHAC) is an independent expert group formed under section 93 of the Pae Ora (Health Futures) Act 2022, as part of New Zealand's health system reforms.
PHAC delivers evidence-based public health advice to Ministers, the Public Health Agency, and Te Whatu Ora Health New Zealand, with a focus on incorporating Maori perspectives and addressing key determinants of health across the wider community.
Operating autonomously, the PHAC reports directly to the Minister of Health and Associate Ministers.
Ko ake mahi - What you'll do
You will oversee the team responsible for providing executive and secretariat support to the Public Health Advisory Committee (PHAC).
In this role, you will ensure the smooth and effective operation of the Committee by overseeing its activities, managing workflows, and driving the development and execution of its work programme.
A key part of your role will be providing strategic policy advice and offering critical thinking to inform decision-making.
As a thought leader, you will guide the Committee's direction and contribute to shaping the national public health agenda.
While part of the Strategy & System Design team, you will report directly to the PHAC Chair and be professionally accountable to the Committee.

Provide strategic thought leadership and expert advice to guide PHAC's work
Lead key projects, ensuring timely and successful outcomes
Manage teams, oversee complex projects, and handle budgets to deliver PHAC initiatives effectively
Build relationships with a range of internal and external stakeholders
Develop and implement high quality, evidence based public health policy
Support the PHAC Chair, manage workflows, and coordinate meetings and agendas
Mentor, coach, and develop team members, fostering a culture of continuous improvement

Ko pukenga - What you'll bring

Postgraduate qualification in health or relevant field and / or equivalent experience
Political savvy and a thorough understanding of the machinery of Government
Deep population and public health expertise, ideally with strong inter-sectoral stakeholder relationships, and knowledge of key determinants and their impact on health outcomes, and an understanding of Hauora Maori, and Kaupapa Maori policy / public health models
Demonstrated project management experience, specifically in guiding policy development and projects from inception through to implementation and evaluation
The ability to prioritise time and resources based on the need and demands of each PHAC project to ensure efficient and effective outcomes
Technical experience in applying data, intelligence, and analysis knowledge including research and evaluation, with robust application within political context and priorities
