Principal Business Analyst - 8 month fixed term opportunityBring your extensive business analyst experience to a cross-agency work programme that brings six agencies and a secretariat team together.We are looking for a Principal Business Analyst to work within the Border Executive Board team for an 8 month secondment or fixed term opportunity.The Border Executive Board (BEB) team supports the executive board and works with the six member agencies and the sector to ensure the border system is joined up and working together. The Border Executive Board team are hosted by Customs | Te Mana Arai Aotearoa. You will be part of a small, engaged, close-knit team established to help govern the border system, to act as a bridge between the executive board and border agencies, and to support delivery of the Board's accountabilities and work programme.The Principal Business Analyst will be delivering a specific piece of work. Recent legislation change has set down a new requirement for international airports to have an approved plan, called a Regulatory Airport Spatial Undertaking (RASU). A RASU will set out how an airport operator will accommodate government agencies that operate at their airport. The BEB secretariat is leading the coordination of all border agencies requirements for inclusion into international airports' RASU process in early 2025.The RASU project is of strategic importance to agencies and the future operation of the New Zealand border. It is a multi-agency project with BEB secretariat taking the lead and involving NZ Customs, MBIE/Immigration, MPI/Biosecurity, CAA/ Avsec, Health NZ and Ministry of Transport.The role is hands on, providing analysis and advice and facilitating to ensure that agencies requirements are developed and represented in airport RASUs. As the work involves multiple agencies, strong communication and stakeholder management is key to be able to influence and support others to achieve.About you | Ko wai koeTo be successful as the Principal Business Analyst, the successful appointee requires the following knowledge, experience, skills, and personal attributes:Strong analytical and information management skills.Strong ability to assess, review, and analyse information from a range of sources accepting different points of view and constructively challenging thinking.Ability to develop and articulate business requirements and potential improvements.Proven ability to work adeptly in a fast-paced environment, across a range of stakeholders and issues, while maintaining quality across key priorities and relationships.Demonstrated interpersonal excellence, collaborative and productive working relationships, networks, and partnerships with key stakeholders.Ability to work and lead at a sector/system level and strong experience in working across agencies.Ideally be experienced in the aviation border system.Be comfortable working in a dynamic environment with ambiguity, and where there is no precedence for the subject matter or solution.Willingness to roll your sleeves up and do whatever needs to be done in a small team with a broad work programme.To join Customs in any role you must be a New Zealand citizen or NZ permanent resident.You must have a background history that is verifiable and can be assessed as appropriate by the New Zealand Security Intelligence Service towards a recommendation of suitability for security clearance at a higher level. Due to the nature of Customs work, you must have a clear Police record.
