Fixed term till 30 June 2025 Flexible location Mo tenei turanga mahi This role is an exciting opportunity to deliver reforms to enhance how New Zealand's carbon market (the Emissions Trading Scheme, or ETS) operates, and we need a skilled operator to lead this project.
This role sits within the Ministry's Market Assurance & Operations team, which is responsible for two main functions:
Leading the Market Governance policy project to improve operation of the NZ carbon market, including: Coordination of the project across MBIE, MPI, the Financial Markets Authority, and the Environmental Protection Authority Policy analysis to ensure provision of better trading information and enhanced oversight of the NZ carbon market, followed by legislation change Delivering an information initiative to better inform those who trade in the NZ carbon market Assurance and Operations: ensuring cohesive ETS operations within the Ministry and with other agencies, including: Carrying out the Ministry's ETS operations and coordinating with the other agencies that operate the ETS Delivering governance and risk management for ETS operations Operating the quarterly ETS auctions (via NZX as the Ministry's contractor) Delivering ETS and NZU market information and insights Monitoring and conducting assurance of ETS operations The purpose of the Principal Policy Advisor role is to lead the Market Governance policy project, including:
Providing Principal-level policy experience, including policy advice, Treaty analysis, and development of legislation Driving cross-agency collaboration to deliver high-quality advice and outcomes that can be implemented effectively Nga pukenga me nga wheako Principal-level policy skills and experience, including developing and presenting advice to Ministers and supporting the development of legislation Highly developed conceptual and analytical skills and experience in developing and implementing workable solutions to ambiguous and complex problems Proven ability to lead complex cross-governmental policy programmes Demonstrated experience in leading and coaching junior staff Background in the ETS, markets, economics, finance, and/or a related discipline would be beneficial Mo matou The Ministry's purpose - He taiao tonui mo nga reanga katoa - a flourishing environment for every generation.

Salary range for this role is $140,222 to $170,467 pa. Appointment within this range will be based on skills and experience.
