Agile work setting with flexible working | Auckland (Newmarket) based role
The Health Economist/Market Access Strategist ensures optimal patient access to our medicines by engaging with internal and external stakeholders to shape the environment, and demonstrate and recognise the value of our medicines.
The Health Economist/Market Access Strategist conducts clinical and economic evaluations and supports the completion and submission of reimbursement applications to PHARMAC. This position also provides additional health economics and pricing support to cross-functional areas of the internal business. It is a critical role within the Healthcare Solutions and Value Chapter enabling Roche New Zealand to provide timely access to innovative medicines for New Zealanders in need.
Key Responsibilities include but not limited to:
Commercial strategy and pricing
Leads, in collaboration with the Health System Partner/s, the development of New Zealand pricing requests and reimbursement strategies including development and improvement of pricing processes, practices and standards to ensure consistent, timely and quality deliverables
Leads the health economic submission for PHARMAC and any external engagement around this modeling. This may involve acquiring Roche internal health economic models and adapting these for the New Zealand context.
Leads or supports discussions in relation to private and public reimbursement. Ensures all internal stakeholders understand risks/benefits associated with pricing and reimbursement strategies
Supports, in collaboration with the Health System Partner/s, the development of public/private commercial access programs for unfunded brands and/or indications
Supports the creation and dissemination of other forms of market analysis (e.g. service impact modeling) to demonstrate the broad value of Roche solutions to a variety of system stakeholders.
Participates in cross-therapeutic outcome based planning to develop an in-depth understanding of the strategic brand direction, business and tactical plans
Offers expert opinion into pipeline and early product pre-launch plans including forecast of budget impacts and probability of funding success
Stays abreast of internal and external developments and implications for Roche NZ pricing, market access and reimbursement
Supports the Health System Partner/s in the development of all PHARMAC-related activities to ensure best possible funding outcomes. This includes the creation of a market access strategic plan and the generation of commercial proposals and tenders
Supports preparation of reimbursement submissions and associated activities ensuring high standards and adherence to prescribed timelines
Reports on market developments and dynamics as these potentially influence Roche's pipeline, currently marketed products and other business interests
Provides economic input into advisory boards. Collects advisory board feedback from clinicians and incorporates this advice in submissions.
Works with Chapter Lead and Health System Partner/s to provide input into relevant project plans
Responsible to ensure reimbursement submission activities are completed and executed in full compliance with Roche, legal and regulatory standards, policies & procedures
Optimising Market Access through Influencing Public Policy
Supports development and implementation of key strategies and tactics that result in favourable healthcare investment and treatment in both private and public delivery models
Identifies and reports on relevant national and regional policies in relation to funding, provision of healthcare and treatment capacity
Engages and collaborates with Roche public policy and market access stakeholders to understand globally-generated positioning, opportunities and resources
Supports the development of access initiatives including key healthcare and economic trends, patient access levels and pivotal hurdles utilising key internal platforms e.g. Health Impact Plan
Culture and Team
Fully engages in 'outcome based principles' and Agile practices and aligns to strategies and company vision
Actively engages and collaborates with wider Roche networks and with key customers as required
Adheres to company (both local and global) policies and procedures at all times, including Health & Safety requirements
Who you are:
You have University degree in economics, public health, mathematics, statistics, life sciences or related fields. Post-graduate degree in related field a plus.
You have 2 or more years' previous health economics experience in the pharmaceutical, biotechnology or related industry, health consultancy or New Zealand government. Includes experience with clinical and/or health economic evaluations and PHARMAC submissions. Previous experience working with models in TreeAge would be advantageous.
You have knowledge of PHARMAC's pharmaceutical procurement process and are familiar with competitive activity in the pharmaceutical/biotechnology industry. With strong attention-to-detail and strong project management skills, you have proven financial analysis and modeling capabilities, analytical and problem-solving skills. Experience in Agile way of working an advantage.
You are able to develop pricing strategies and understand the market implications of these strategies. Previous experience working with New Zealand's health system (preferred).
With strong influencing skills, you have proven experience building and cultivating relationships with key partners/stakeholders. You can effectively drive discussions and decisions toward desired outcomes with your negotiation skills.
This role requires regular national and some international travel, and may involve some evening and weekend work. This role is only open to candidates that have full eligibility to live and work in New Zealand.
