Job Summary
We are seeking a Cost Engineer to join the Riyadh Refinery Department (RRD) within the project unit of our engineering division. The RRD engineering project unit is responsible for the comprehensive planning and execution of all projects throughout our Riyadh Refinery facility. This includes ensuring quality standards are met and enhancing capital project efficiency through effective planning and execution strategies.
Your primary role as a Cost Engineer will involve providing technical support across all cost-related matters within the refinery's projects. You will serve as a subject matter expert, coordinating cost engineering activities both independently and as a leader or member of project management teams when required. Your responsibilities will include analyzing project costs, preparing estimates, monitoring budgets, and identifying cost-saving opportunities while maintaining project quality and adherence to schedules.
This position requires expertise in cost engineering principles, strong analytical skills, and the ability to collaborate effectively within multidisciplinary project teams. You will play a crucial role in optimizing project performance and ensuring cost efficiency across various engineering projects at the Riyadh Refinery.
Key Responsibilities:
Provide all cost engineering expertise and coordinate activities as group/unit leader as required.
Responsible for the preparation, review, monitoring, analysis, and reporting of all project-associated capital expenditures and spending.
Review and analyze claims and change orders, and assist in the preparation of the cost portion of engineering procurement and construction contracts.
Assist with the preparation of the cost portion of engineering, procurement, and construction contracts.
Review multi-discipline conceptual, detailed, and definitive cost estimates for This Company capital projects to ensure accuracy, completeness, and compliance with the scope of work.
Review and verify Material Take-offs (MTOs) against engineering documents or packages for estimates prepared by engineering contractors.
Assist project management team in negotiating project contracts as required.
Initiate appropriate action when total forecast indicates allocated funds will be exceeded.
Interface with multiple operating facilities to review and discuss project scope and estimate basis, including visits to construction areas.
Demonstrate experience in using cost and estimating tools, and applying market conditions and risk management to estimates.
Advise on company cost engineering methods and procedures, and prepare developmental assignments for lower-level cost engineers.
Stay updated on significant developments in cost engineering through review of technical literature, publications, magazines, and attendance at professional and technical meetings.
Requirements:
Willingness to relocate to Dhahran, Saudi Arabia.
Bachelor's degree in Engineering, preferably in Mechanical/Industrial Engineering, Construction Management, Economics, Business Administration, or a closely related discipline.
Minimum of 12 years of cost engineering experience in projects, including at least 10 years in the design, construction, or operation of refining or petrochemical facilities.
Overall knowledge of computer-estimating programs such as Aspentech CCE (Capital Cost Estimator), Timberline, etc., and familiarity with estimate databases such as Means, Richardson, and SAP.
Project Management Professional (PMP), AACE-CCP (American Association of Cost Engineers – Certified Cost Professional), or AACE-CEP (American Association of Cost Engineers – Certified Estimating Professional) certification is preferred.
