Job summary A new and exciting opportunity has arisen to join the Strategy and Development Team of NHS Shropshire, Telford and Wrekin.
The postholder will be joining the team with responsibility for the effective delivery of significant programmes of whole scale system change, facilitating and providing commissioning, redesign and project management support.
This is an exciting and dynamic role which requires excellent commissioning, service redesign and project management skills with a specific focus on commissioning for person centred care and use of the Population Health Management (PHM) approach to develop and embed outcome-based commissioning across all speciality areas.
The prospective candidate will be working within a newly developed team, working collaboratively and in partnership with a wide stakeholder community including senior clinical and managerial leaders and external support agencies.

Informal discussions are welcome and should be directed to Emma Pyrah Main duties of the job Working collaboratively across directorates to ensure that the commissioning cycle is embedded across the ICB, the postholder will work alongside the Development and Service Redesign Lead to support the delivery and oversight of outcomes and person centred care.
The postholder will also provide support from a commissioning perspective to Place and the developing Provider Collaboratives, identifying priorities and setting intentions to address the improvement in patients' outcomes, health inequalities and challenges in relation to rurality.
This will also include responsibility for advocating and planning for the allocation of resources to Place and Provider Collaboratives to encourage local commissioning and ownership of delivery.
The post holder will also support the day-to-day planning and delivery around Local Care Transformation, integrated neighbourhood approach, proactive care and prevention, feeding into the Planning and Performance team to provide scrutiny and coordination and to support the annual planning process About us NHS Shropshire Telford and Wrekin is responsible for planning and buying a wide range of health and care services for the whole of Shropshire, Telford and Wrekin.
These include GP and primary care services, hospital care, community healthcare and mental health services.
We also have a duty to monitor these services to ensure they provide a high level of care and are value for money.
We are part of Shropshire Telford and Wrekin Integrated Care System.
This means we work closely with our partner organisations across the county, such as the two local authorities, the 50 GP practices, the hospitals, and the voluntary and community sector, to plan and deliver joined up health and care services.
Working closely together, in a more joined-up way, means we can have closer links to our patients so we can develop more personalised local services which will improve the lives of our residents and reduce inequalities.
NHS Shropshire, Telford and Wrekin currently have an agile working policy, with a combination of working from home and an expectation that at least 40% of the working week will be spent working in the office.

Job description Job responsibilities The postholder will work alongside the Development and Service Redesign Lead to support the delivery and oversight of outcomes and person centred care in line with the ICB Operating Model.
The postholder will also be required to work collaboratively across directorates within the ICB, specifically with Planning, Performance and BI, Contracting, Finance, Commissioning and Development, Quality, Primary Care, Digital, Workforce, Medicines Optimisation and Service Improvement to ensure that the Commissioning Cycle is embedded across the organisation.
The postholder will be required to provide support from a commissioning perspective to Place and Provider Collaboratives, identifying priorities and setting intentions to address the improvement in patients outcomes, health inequalities and challenges in relation to rurality.
This will also include responsibility for advocating and planning for the allocation of resources to Place and Provider Collaboratives to encourage local commissioning and ownership of delivery.
The postholder will also play a supporting role in whole scale system change, facilitating and supporting the delivery of significant programmes of work and ensuring Public Engagement and Consultation in relation to substantive service change is undertaken.
The individual will be expected to work across the ICS and with NHSE to undertake this robustly, safely and in line with legal requirements.
The post holder will also support the day-to-day planning and delivery around Local Care Transformation, integrated neighbourhood approach, proactive care and prevention, feeding into the Planning and Performance team to provide scrutiny and coordination and to support the annual planning process.
The postholder will also pick up individual projects as deemed necessary.
Demonstrate commissioning skills with a specific focus on commissioning for person centred care and use of the PHM approach to develop and embed outcome-based commissioning across all speciality areas.
Play a supporting role in the formulation, implementation and ongoing review of major system wide commissioning plans that have impact on the wider population working with partners across the ICS including supporting complex and sometime contentious change at significant scaleandpace.
Monitor, interpret and assure progress against deliverables including providing planning and performance support to Local Care, proactive care and prevention linking to the BI, Planning and performance function.
Provide support to the team in relation to public engagement and Consultation and thelegalities that surroundthis.
Able to evaluate complex information to inform recommendations and decision making.
Able to support the process for complex and sometimescontentious change and to provide programme support to deliver this atsignificant scale and pace.
Ability to develop and deliver robust presentations to a wide audience.
Solid relationship building skills and ability to work closely with Place andProvider Collaboratives.
including providing the programme management support toplanning for delegation.
Support the delivery successfulprocurements in line with the NHS Provider Selection Regime.
Support the development of Financial Improvement Plans in relation to commissioning.
Support the successful delivery of programmes handed over from the commissioning team..
Play a supporting role in facilitating the Provider Collaboratives and Place to deliver against commissioned outcomes Person Specification Knowledge, skills and experience Essential Educated to master's level in relevant subject or equivalent level of experience of working at a similar level in specialist area Knowledge and expertise of commissioning and planning and performance functions Demonstrated experience of co-ordinating projects in complex and challenging environments Significant experience of successfully operating in a politically sensitive environment Desirable Comprehensive knowledge of project principles, techniques, and tools, such as Prince 2 Foundation and Microsoft Project Communication Essential Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required Experience of creating and giving presentations to a varied group of internal and external stakeholders Skills for managing relationships with a range of different stakeholders.
Analytical Essential Ability to analyse very complex issues where material is conflicting and drawn from multiple sources.
