JOB SUMMARY: Performs professional level work as a recognized subject matter expert in budget and reporting.
Responsible for managing, directing, and supervising budget and reporting activities for the Village of Wellington (Village).
Work involves planning, overseeing, and participating in the development, creation, preparation, revision, and presentation for approval/adoption of the Village's operating budget, and the five-year capital improvement budget, and multi-year revenue and expenditure forecast systems and models.
Position is primarily focused on creating the budget as described above, but also includes directing, coaching, developing, and evaluating other people.
Position requires extensive depth of expertise and knowledge in specialized functions or business areas that can be used to develop policies and procedures related to creating a budget for a large municipal entity, as well as determining efficient and innovative ways to accomplish the organization's business strategies.

• Responsible for the development of the Village's overall budget plan.
Manages the budget development, implementation, monitoring, and analysis functions per fiscal year; develops and implements internal controls and new processes and procedures to ensure efficiency, accuracy, and adherence to established parameters.
• Oversees the monitoring and analysis of department expenditures; analyzes budget requests; reconciles and coordinates budget transfers and amendments.
• Prepares council packets, presentations, and amendments for review.
• Supervises the input of budget into accounting system; implements and administers the approved and finalized budget; ensures monthly reconciliation of budget to accounting system.
• Manages annual carry forward of budget dollars into the new fiscal year.
• Furnishes analysis, reconciliation, reporting, and explanatory data to various entities regarding budget and capital outlay accounting, e.g., public accountants, bond underwriters, internal/external auditors, media representatives, general public, other governmental entities, contractors.
• Manages capital improvement program budgets.
• Completes special projects relating to strategic planning, performance measurement, pertinent technology and capital projects.
JOB TITLE • Manages position control, crates position authorizations, ensures approved position levels are maintained and verified against budget availability.
• Assesses, plans, and implements best practice standards and assures compliance with all regulatory and funding agencies; compiles and submits data for trend analysis and regulatory reporting.
• Coordinates the development and completion of financial reports and state and federal budget/fiscal reports.
• Establishes forecast scenarios for current utility consumptions, estimated utility revenues and change in future consumption levels; prepares and presents forecast estimates to the Village Council for review.
• Coordinates the consolidation and implementation of proposed changes to existing fees and new fees into the budget process.
Supervisory Responsibilities: • Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems • Assesses and monitors workload; identifies opportunities for improvement and implements changes • Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures per established policies, procedures, and executive guidance • Oversees and participates in the development and administration of the departmental budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary MINIMUM QUALIFICATIONS: Bachelor's degree in public administration, finance, accounting, or related field; supplemented by five to seven (5-7) years of progressively responsible professional and supervisory experience in governmental budgeting and reporting or related field, including two (2) years of people management experience in a municipal setting and two (2) years of program management experience working on municipal budgets; OR a master's degree and four (4) years of directly-related municipal budget management experience; or an equivalent combination of education, certification, training and/or experience.
Advanced (expert) skill in Microsoft Excel required.
Certifications and Licenses: • Must possess and maintain a valid State of Florida Driver License and the ability to drive a Village owned vehicle per established policies, procedures, and safety guidelines.
• Professional certification may be required in some areas.
Regular attendance at work on-site is essential to maintain the necessary teamwork, personal interaction, and supervision that this position requires.
Responds to emergency call-ins for hurricanes or other critical events.
PREFERRED QUALIFICATIONS: • Certified Public Accountant (CPA) preferred KNOWLEDGE, SKILLS, AND ABILITIES: • Knowledge of budgeting process and procedures • Knowledge of state/federal laws covering municipal budgeting • Knowledge of the procedures, methods, and forms associated with automated accounting/budgeting systems • Knowledge of principles of personnel management, including supervision, training and performance evaluation • Expert level skills in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department and organization specific software and ability to learn and become proficient in the use of other specialized software as may be required • Skill in interpreting and implementing all applicable policies, procedures, rules and regulations • Skill in conveying ideas effectively inside the organization • Ability to apply generally accepted accounting principles (GAAP) and theory in performing work assignments • Ability to analyze and evaluate budget-related fiscal data to identify trends and/or problem areas • Ability to analyze program and accounting/budgeting details to identify and apply significant data in preparing budget projections, estimates, and reports • Ability to read, analyze, and interpret program related laws and regulations and establish necessary work processes and procedures • Ability to manage multiple priorities to ensure that deadlines are met and to set priorities that move projects through efficiently to achieve customer and quality objectives • Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations and action plans in support of goals • Ability to maintain strict confidentiality of sensitive employee and organization information at all times • Ability to communicate effectively (verbally and in writing) with residents, coworkers, supervisors, administration, and vendors • Ability to communicate effectively, promptly, and accurately during emergency situations • Ability to clearly communicate and understand information in English, both orally and in writing • Ability to establish and maintain effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds PHYSICAL REQUIREMENTS: Depending on functional area of assignment, tasks involve the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds).
May involve extended periods of time at a keyboard or work station.
ENVIRONMENTAL REQUIREMENTS: Tasks are regularly performed inside without potential for exposure to adverse conditions, such as dirt, dust, pollen, odors, fumes and/or poor ventilation, wetness, humidity, rain, temperature and noise extremes, machinery and/or moving vehicles, vibrations, electric currents, animals/wildlife, toxic/poisonous agents, gases or chemicals, oils and other cutting fluids, violence and/or disease, or pathogenic substances.
SENSORY REQUIREMENTS: Tasks require sound and visual perception and discrimination.
Tasks require oral communications ability.
Must have manual dexterity and be able to perform repetitive motions of the wrists, hands, or fingers.
Must be able to perceive color and depth.
Tasks involve prolonged eye use and/or fine visual ability; computer work, reading text, visual inspections, or measurement devices.
Must be able to follow visual cues or signals.
