In this role, you'll serve as the Engineer's Representative for our Solid Waste contracts, providing proactive contract and relationship management to ensure all services meet legislative requirements, customer expectations, and contract conditions. You'll identify and manage issues and risks, while implementing robust financial and operational processes.
You'll lead procurement and tender processes for new or replacement services and work collaboratively with both internal and external stakeholders to provide direction and management for these contracts. As part of a responsive, energetic team, you'll assist with public queries, support waste minimisation education, and enforce bylaws. Additionally, you'll play a key role in community consultation, communication efforts, and work to increase waste diversion opportunities through best-practice methods.
In this role, you'll be at the forefront of: Manage solid waste service contracts to ensure costs and performance align with budgets, laws, customer expectations, and contract terms.
Use proper auditing, monitoring, and evaluation to meet service standards, ensuring compliance and performance.
Identify and address contractual risks, implementing innovative solutions promptly while keeping decision-makers informed.
Hold regular monthly contract meetings and document all communications properly.
Analyse and report on data for residential and commercial kerbside services, and transfer station services.
Manage budgets and flag issues for review by budget holders or managers.
Develop and implement policies and procedures, including support for the Napier City Council Solid Waste Bylaw.
Promote waste minimisation to reduce landfill waste by influencing public attitudes and behaviour.
Facilitate the safe disposal of household hazardous waste through approved suppliers and contractors, especially during HazMobile events. Maintain good record keeping within the Waste Minimisation Team, including digitising and archiving files for future clarity.
What you'll bring to the team: A relevant degree in Civil Engineering, Environmental Management, Environmental Science, or at least 5 years of experience in the waste industry.
5 years of experience in contract management, procurement, tender processes, local government, waste industry operations, customer management, education, behaviour change, and community engagement.
Strong knowledge of contract management (NZS3917 and NZ3910) and Waste Minimisation in a regional New Zealand context.
Proven experience in fostering a continuous improvement culture in business processes.
Ability to solve complex problems quickly and develop innovative solutions.
Strong communication skills to relay accurate information and resolve potentially heated situations, in line with local government standards.
Proficient in report writing for a local government audience.
