Be part of building a future focused transport system for all New Zealanders.Shape the land transport system regulatory framework (standards, guidance, and operational policy) through delivery of three key projects to improve our regulatory framework.12-month fixed term roleTe Whiwhinga mahi | The opportunityWe have an exciting opportunity for a Senior Project Advisor to join our Regulatory System Design group. The Senior Advisor will be responsible for leading and coordinating projects that will improve the impacts and outcomes of the land transport regulatory framework.You will be responsible for leading, facilitating, overseeing and coordinating current and new regulatory framework initiatives that require input and enablement by multiple Te Ropu Waeture and Waka Kotahi teams; ensuring the project stays on track, milestones are met, and the right people are brought in at the right time to deliver the highest quality outcomes.You will review and scope legislative reform packages that are in the policy pipeline to ensure the regulatory impacts, implementation requirements, and financial costs are well articulated to inform the policy pipeline and senior decision makers.Ko koe tenei | About youTo Be Successful In This Role, You Will BringExperience of leading complex regulatory/customer/business change projects, preferably within the public sector.Experience in effectively engaging and influencing internal and external stakeholders, preferably across multiple agencies.Experience in establishing and facilitating effective Governance committees to ensure well-formed decisions are made in a timely fashion.Experience in developing business cases and benefit realisation plans, and experience in identifying risks that would stop the project(s) from achieving the desired outcomes, designing approaches to achieving outcomes, defining the scope, estimating effort, cost, and timeframes for delivery and identifying interdependencies with other projects or programmes.Able to define business outcomes and benefits and support the definition of innovative solutions to deliver these outcomes.Proven experience in leading, influencing and building credibility across a range of stakeholders, and developing effective project management communication is essential.Strong understanding of project management methodologies and frameworks using both waterfall and agile methodologies. Understanding of how related disciplines such as behaviour and insights, design, business analysis and change management contribute to successful delivery and achievement of outcomes.QualificationsA tertiary level or professional qualification in a relevant discipline is preferred.You will demonstrate knowledge of, or a willingness to gain an understanding of Te Ao Maori and promote tikanga and Te Reo Maori. You will also have knowledge of, or a willingness to gain an appreciation of Te Tiriti o Waitangi (the Treaty of Waitangi) as it applies in the public sector.Ko wai matou | About usThe Regulatory System Design group supports the regulatory land transport system by ensuring the regulatory framework (i.e., operational policy, standards, and guidance material) is clear and designed to meet the desired outcomes in the system and deliver our regulatory functions.The Regulatory Framework Optimisation (RFO) team purpose is to deliver key future focused regulatory framework improvement projects and employ insights, data, and analysis to understand regulatory framework performance and guide risk assessment, processes, work programme, and performance.
