Position Description: Senior Programme ManagerLocation: Whangarei, New ZealandDuration: 12 months (negotiable)OverviewThe Senior Programme Manager will play a pivotal role in leading a significant programme aimed at integrating multiple projects, stakeholders, and governance structures under a unified framework to revitalise the inner-city area of Whangarei, enhancing its appeal and functionality.ResponsibilitiesProgramme Development:Lead the development and implementation of the programme, encompassing spatial planning and capital projects across multiple sites.Ensure alignment of programme objectives with strategic goals and community needs.Stakeholder Management:Manage complex stakeholder relationships, including hapu, public sector bodies, agencies, Elected Members, Council staff, and the wider public.Foster collaboration and consensus among stakeholders to achieve programme milestones and objectives.Project Alignment and Governance:Align individual project activities within the programme to maximise synergies and minimise conflicts.Implement robust programme governance frameworks, ensuring compliance with relevant procurement policies and decision-making processes.Budget and Resource Management:Manage programme budgets effectively, ensuring financial accountability and optimal resource allocation.Monitor expenditure against budgetary constraints and seek efficiencies where possible.Risk and Issue Management:Identify and mitigate programme risks and issues proactively.Implement contingency plans to address potential disruptions to programme delivery.Reporting and Communication:Provide regular progress reports to stakeholders and other relevant parties.Communicate programme objectives, achievements, and challenges effectively across all levels of the organisation.RequirementsExperience:Proven experience in managing complex programmes involving spatial planning, capital projects, and stakeholder engagement within a public sector or similarly complex environment.Demonstrated success in achieving positive outcomes through effective programme management and stakeholder collaboration.Skills:Strong leadership and decision-making capabilities, with the ability to manage competing priorities and diverse stakeholder interests.Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders including hapu and community groups.Qualifications:Relevant tertiary qualification in project management, urban planning, public administration, or a related field is preferred.Certification in programme or project management (e.g., PMP, PgMP, MSP) would be advantageous.BenefitsOpportunity to lead a transformative programme that will have a significant impact on Whangarei's urban environment.Engage with diverse stakeholders and contribute to the revitalisation of community spaces and amenities.Competitive remuneration package commensurate with experience and qualifications.Application ProcessInterested candidates should submit a comprehensive CV and cover letter outlining their relevant experience and qualifications by 7th October 2024.
