We are seeking a Senior Programme Manager – Flood Resilience to lead CAT2 flood resilience projects in Tairawhiti. This role involves planning, coordinating, and managing complex investigations, design, consenting, and implementation of flood resilience improvements. You'll ensure projects meet high engineering standards and best practices while also overseeing operational aspects during delivery.You'll recognise the importance of the role as a Treaty partner and understand how that underpins Gisborne District Council's work.Key Responsibilities:Lead a multidisciplinary team to deliver complex flood and erosion risk management programmes, ensuring projects are completed on time, within budget, and to the required quality.Provide accurate and timely reporting to key stakeholders, including the Regional Rivers Manager and Community Lifelines Director.Ensure adherence to contract management and procurement policies, supervising contracts to meet all responsibilities and requirements.Address or report arising issues and ensure project compliance with Council specifications before work begins.Provide strategic and technical advice, including risk identification, resource and budget recommendations, and support to ensure projects meet end-user requirements.Lead collaborative planning and delivery with partners, stakeholders, and the community, ensuring agreed communication plans are in place before construction begins.Develop and maintain effective relationships with staff, customers, stakeholders, and mana whenua, aligning with Council values and Te Tiriti o Waitangi principles.Minimum Requirements:Ten years of project management experience in leading significant engineering projects (risk, scale, and financial), or experience related to flood risk management (river, catchment or drainage) or river management.Diploma in civil engineering.A full and current New Zealand driver licence.Skilled in working with/leading multi-disciplinary teams to successfully deliver projects.Skills and experience in coaching, mentoring and providing quality assurance services.Excellent oral and written communication skills, at both the professional technical level, and with the public, including presenting technical projects at an appropriate level for the audience.Flexible on start and finish times.Benefits:Hybrid working (home and work).Relocation assistance.Piritahi Day – an additional leave day to spend with whanau & friends.Staff Discounts at local retailers and big brands.Allocated training budget for career development and to support professional affiliation membership (where relevant to the role).Work with a great team and enjoy regular, lively social events!Access to reduced health insurance premiums for you and your family through Southern Cross.Free eye exams.Access to free independent counselling and support services for you and your family.Annual flu vaccinations and health checks.Here at Gisborne District Council, we pull our values from the community we serve.
