Job summary The Senior Primary Care Contracting and Contracts Development Lead will play a key role in developing and leading Contract Management Team for the ICB with a specific focus upon the delegated commissioning agenda and horizon scanning to bring fresh and innovative approaches to the way in which we contract in line with the ambition within the ICB Operating Model Main duties of the job The postholder will work as a Business Partner and operate in a matrix style, building multi-disciplinary teams with named Clinical Leads, Commissioning, BI, Finance, and Quality, linking with Communication and Engagement colleagues as required.
The postholder will be responsible for a portfolio of healthcare contracts linking in with other business functions within the ICB, to provide advice, guidance and support to the transformation and service improvement agenda through robust and innovative contract arrangements.
The postholder will build key relationships with acute, community, primary care, the Office of the West Midlands and ICB partners in order to facilitate and mobilise change and deliver efficiencies and better integration across the system, to deliver better care to patients.
The post holder will need to influence, negotiate and work with multiple stakeholders at the highest level and will need to have excellent communication skills, both written and verbal, and an ability to build strong working relationships.

Job description Job responsibilities Support the Head of Contracting in leading the host Commissioners role by ensuring contracting is carried out in line with agreed governance requirements.Support the Head of Contracting to develop the Negotiating Strategy setting out agreed contracting objectives, both generic and provider specific, working collaboratively with other ICB partners, as required.Lead the annual contracting process for a defined portfolio of contracts to include Delegated Commissioning including coordinating and leading the negotiation.Overarching responsibility for Primary Care contracting, development and oversight.Undertake the lead role in linking in with the Office of West Midlands re the PODs, Specialised Commissioning and S7a Public Health from a contracting perspective, feeding back into the ICB to raise risk, contracting concerns and escalation.Act as the Vaccination and Immunisation Lead on behalf of the ICB supporting the commissioners around the response to outbreak management and linking with the EPRR team.Lead monthly contract monitoring and management lead the management of the contract portfolio for the ICB to support business and strategic objectives.Provide expert contracting advice to support the ICB in the effective contracting of services and support the development of contract management expertise in the Team.Lead the assessment of contractual risk and performance variances issues with development of appropriate mitigation action plans with providers.Lead the development of innovative and best practice Contracting approaches working in a matrix with commissioners, finance and quality with a specific focus upon supporting the development of flexible approaches through Place and Provider Collaboratives.Support the developmental agenda, with a specific focus on developing and implementing an outcomes-focused quality and performance framework and ensuring the effective utilisation of patient and public engagement and feedback in setting annual contracts.Operate in a highly political and sensitive environment.Support the Contract Management Team in ensuring that there is patient and public involvement in any contracted changes to services with the support of the ICBs Communications and Engagement team, in order to meet the ICBs legislative responsibility to involve patients and the public.
Person Specification Knowledge, Training and Experience Essential Educated to master's level in relevant subject or equivalent level of experience of working at a similar level in specialist area Extensive knowledge and expertise of contract development, contract management and contract negotiations and oversight functions Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement Analytical Essential Ability to identify risks, anticipate issues and create solutions and to resolve problems in relation to project or service delivery.
Ability to understand a broad range of complex information quickly and making decisions where opinions differ/no obvious solution Communication Skills Essential Developed communication skills for delivering key messages to a range of stakeholders both internal and external (including outside the NHS) to the organisation, some at very senior level.
