It's a great time to join the Local Government Policy & Operations Group at Te Tari Taiwhenua. We blend local government expertise and specialised policy advice to achieve the Government's reform programme for local government in a period of significant change, challenge and opportunity.
To ensure we can continue to provide the high level of expertise and service we are known for, we have the opportunity for three Senior Policy Analysts to join us on a fixed-term basis until 30 September 2025.
We are looking for:
1x Senior Analyst to support our work across agencies to deliver on the Government's intentions to improve housing affordability in NZ. Knowledge on developing and implementing a regulatory framework would be advantageous.
1x Senior Analyst to help us lead work on options for a system to limit councils' revenue from rates proposals to develop a revenue cap for non-core council expenditure, as part of the Minister of Local Government's system improvements work programme.
1x Senior Policy Analyst to work in the operational policy team, which has a broad and dynamic work programme including providing advice to the Minister of the use of Intervention Powers under the Local Government Act, administration of the Dog Control Act, and supporting communities on the Offshore Islands and the Chatham Islands.
These three roles are likely to evolve over the period of the contract, and you are likely to have the opportunity to work on other projects.
We are looking for people with a solid grounding in central government policy practice. A background in economics, finance, or local government would be advantageous.

Our current projects are of high public interest, after announcements by the Prime Minister and the Minister for Local Government in August 2024. These roles will contribute directly to the Government's initiatives to ensure councils are focused on delivering core services and infrastructure, getting back to basics to reduce the cost of living, as well as the Government's housing affordability objectives.

To succeed in this role, you will need to feel comfortable operating with ambiguity and working effectively as part of a team. You'll demonstrate excellent communication and critical thinking skills and will be comfortable applying them to a variety of situations. This, combined with your interest in local government and research and writing skills will set you up to provide strategic policy advice and analysis relating to local government in New Zealand.
You'll work alongside the team and build your skills as you tackle transformational projects, develop proposals and advise Ministers and senior leaders in the public sector.
