Our Infrastructure regulation branch regulates critical utilities like electricity lines and gas pipeline companies, fibre broadband internet, and international airports.

Because consumers have limited alternatives when they use these services, we protect their interests by setting regulations that limit excessive profits and ensure businesses have the right incentives to deliver the services that their consumers demand.

We are looking for a high-performing Senior Analyst to join the team investigating breaches of our regulations. This is a perfect opportunity for someone with a sharp mind, curious nature, and enthusiasm to contribute to the work of the Commission and make a difference for New Zealanders.

The role can be based in our either our Te Whanganui-a-Tara (Wellington) or Tamaki Makaurau (Auckland) office.

About the role
The Senior Analyst role will:

support the teams developing our rules so that they are enforceable by providing a compliance perspective.

support those same teams in their initial assessment of regulated suppliers' annual compliance statements to identify breaches of regulations that may be investigated.

support the Principal Investigator to prioritise the Commission's efforts by providing advice on the conduct, harm, and public interest of each breach relative to the other breaches and available time and resource.

undertake analysis of breaches to prepare requests for information from regulated suppliers and recommend enforcement outcomes.

This includes engagement with key internal stakeholders and decision makers to ensure our decisions are consistent and reflect what is in the best interest of consumers.

You will be reporting to our Principal Investigator, who is not only highly skilled in investigations and compliance but a passionate people leader and experienced mentor who enjoys investing time in her people to see them grow.

The indicative salary range for this role is $112,970 - $132,906 plus 3% KiwiSaver employer contribution. The successful candidate will be appointed at a salary which reflects their individual skills, experience, and internal relativities across the organisation.

About you
You will bring a range of skills, experience, and knowledge that set you up for success in this role, including:

Exceptional attention to detail

Structured approach to planning and managing work

Ability to interpret complex rules and learn the operational and engineering basics (with the support of our specialist legal and engineering staff) to inform analysis

Ability to analyse written and numerical information to synthesise and clearly communicate key points and recommendations

Ability to understand the bigger picture, connect the dots over time, and know which regulatory lever to pull in different contexts

Exceptional skills in communicating complex ideas clearly in report writing and orally

Solutions-focused, proactive, innovative, and comfortable with ambiguity

A university degree in an analytical field (e.g., economics, commerce, law, or science) would be an advantage but is not essential.
