Mo te tunga | About the role
We are seeking two inquisitive, collaborative and problem-solving professionals for fixed term roles available in our System Insights and Strategy branch. This team is tasked with guiding HUD's strategy and policy thinking through measuring and analysing what is happening in the system, producing actionable insights and evidence, and reporting on progress and impact. The two teams and their work programmes are closely connected so the two roles are being recruited jointly.
One role begins immediately through to 28 March 2025. This role is in our System Intelligence team and focuses on analysis of interactions between housing markets, households and their housing needs.
The second role is from December 2024 through to at least September 2025. This role is in our Strategy and Impact team and will focus on providing monitoring, evaluation, research and learning (MERL) guidance and support for priority government work in the housing system.
In either role you will work to build robust data and evidence of how our housing and urban systems operate, people's experience and circumstances, and the impact of interventions. You will synthesise and communicate what this means for strategy and policy planning and evaluation to wide ranging audiences.
Your aptitude is more important than your background. We need inquisitive, critical, strategic thinkers with strong communication skills who can work effectively to deadlines. Your experience could be in statistics, research, data analysis, economics, evaluation or a related field. You will be able to synthesise information to provide clear and concise advice. You will build strong relationships across the Ministry and the sector. You will be responsible for leading key pieces of work, working flexibly to adapt to changing needs and priorities.
Responsibilities for the role include:
Critically synthesise information to provide clear, accurate and well-reasoned advice, drawing sound conclusions and communicating issues and concepts clearly and succinctly.
Scope and lead research or analysis projects in complex and sometimes ambiguous areas.
Develop effective working relationships with stakeholders (internally and externally) to enable them to input into your work and gain value from the products and capabilities you deliver.
The two roles have different focusses so it's not essential to have all of the skills below. However, your skills and experience will include several of:
Experience analysing data to undertake statistical or econometric modelling, inference or forecasting.
Experience using the IDI to build new views, datasets or measures.
The ability to use strategic thinking to identify what is important in the medium and long term and system thinking to see issues in the wider context.
A customer focus that enables you to get to the heart of what needs to be known, with the ability to deliver appropriately sized solutions to meet deadlines.
The ability to clearly communicate key evidence-based insights to inform decision-making.
No fear of asking questions or saying 'I don't understand'.
An understanding of Te Tiriti and the knowhow to consider how it applies to your work.
