In this role you will be: Developing and maintaining strategic national CDEM planning framework doctrine and guidance for lifeline utilities/critical infrastructure stakeholders. Supporting delivery of the lifeline utilities/critical infrastructure work programme with a strong focus on advocating for risk reduction, readiness, response and recovery practices in the infrastructure sector. Working on the Lifelines function when the National Crisis Management Centre (NCMC) is activated. This position sits in the Planning and Sector Partnerships Unit. The unit is responsible for developing and maintaining New Zealand's national emergency management planning framework and partnering with social and infrastructure sectors to build resilience across the 4 Rs of risk reduction, readiness, response and recovery in support of communities. The Infrastructure Resilience Team is very connected internally and externally, offering opportunities for movement and secondment within the organisation for the right candidate. As NEMA is an operational agency, there may be a requirement to respond to emergency activations in the event of a national emergency response. This may include potentially long hours and challenging working conditions, e.g. an emergency could occur at any time of the day or night and may require working shifts and/or working weekends. NEMA provides thorough training prior to you being required to assist in a response. NEMA will do all in its power to support staff in meeting their work and family responsibilities during an emergency. The welfare and wellbeing of our staff is of utmost importance. Due to the nature of our role in Emergency Management, NEMA has a very dynamic work environment and as a small agency, staff are often required to pivot and change focus on their work at short notice. Attributes of adaptability, agility, resilience and curiosity are all required on a daily basis, in and out of times of emergency response. An ability to apply analytical and problem-solving skills Self-starter, able to work independently and contribute to unit strategy An ability to manoeuvre through complex organisational and political situations An ability to operate effectively in a high stress environment and deliver high quality work output under pressure The discretion and tact to handle confidential and private information A tertiary qualification in emergency management or related discipline OR an equivalent body of knowledge and experience. Experience or skills working in multi-stakeholder coordination roles. Experience in developing and implementing operational plans Knowledge, understanding and ability to interpret, develop and apply national policies Experience in the development of strategic frameworks, national guidance and advice Excellent communication skills, with an ability to review Cabinet papers, present/brief to various audiences, write useful guidance/advice and explain complex topics clearly.
