About the opportunity As the Roading Manager at Kaipara District Council, you'll be central to developing and maintaining a safe, accessible, and efficient road network for our community.
Your role will involve managing both NZTA-subsidised and non-subsidised contracts and projects, ensuring our roading services meet strategic goals and operational excellence.
With a mix of strategic planning, budget oversight, and hands-on leadership, you'll drive innovation and collaborate with key stakeholders to enhance our roading network.
Key responsibilities include: Oversee the Council's roading services, including operations, budgeting, project completion, and compliance with reporting requirements.
Implement and manage the roading strategy and business plans, aligning them with Council objectives.
Ensure efficient delivery of roading and customer services, maximise value for money, and comply with legislation and asset management plans.
Build and maintain relationships with roading service providers and NZTA officials, manage contracts, and ensure service delivery meets standards.
Prepare and monitor the annual roading budget, manage accounts, and report to the NZ Transport Agency.
About you We're seeking a dynamic professional with a strong background in roading engineering, exceptional contract management, and communication skills.
Your leadership inspires team success, and your expertise in project management, problem-solving, and financial management ensures seamless operations.
Your proactive mindset and commitment will be pivotal in achieving outstanding results.
In addition, you will have: A Tertiary qualification in civil engineering; a postgraduate qualification is preferred.
Chartered member of Engineering New Zealand (CMEngNZ), or Chartered Professional Engineer (CPEng), or both, along with 10+ years of relevant experience in a local authority or related field.
Proven experience in developing and managing contracts for services delivered through external contractors.
Substantial experience in the design, construction, and maintenance of roads.
An in-depth understanding of relevant legislation (e.g., Transport Act, Local Government Act, Resource Management Act), policies, bylaws, and NZ Transport Agency rules and standards.
