Reporting to the Chief Administrative Officer, the Regional Fire Chief (RFC) is responsible for leading and managing the organization and direction of the Regional District of Central Kootenay (the District) Volunteer Fire Departments in order to prevent and minimize loss of life, property damage, and injuries resulting from emergency incidents. The RFC holds functional responsibility for the operations and administration of Fire Services, which includes training, purchasing, budgeting, volunteer management, and direct supervision of the Regional District Fire Chiefs. During active Emergency Operation Centers (EOCs), the RFC actively participates as a member of the EOC command staff. The normal work week is 35 hours per week. The Regional Fire Chief must be available to work a varied schedule which may include weekends. REQUIRED TRAINING & CERTIFICATIONS: The Regional Fire Chief would normally attain the required knowledge, skills, and abilities through a combination of training and experience. Additionally, the incumbent must possess leadership ability, cultural awareness and sensitivity, demonstrate sound work ethic, maintain flexibility and conduct oneself with consistency and fairness. The Regional Fire Chief will possess 10+ years of experience leading a fire service, including considerable firefighting experience at the Incident Commander level. Additionally, the Regional Fire Chief will possess: Post-secondary education in Fire Service Business or Executive Management NFPA 1021 Standard for Fire Officer Qualifications – Level II NFPA 1001 – Professional Qualifications for Firefighter – Level II NFPA 1041 – Fire Service Instructor – Level I BCEMA Licensed First Responder BCERMS – ICS 300 Valid BC drivers license, Class 5, with Air endorsement, no more than 6 points Satisfactory criminal record The Regional Fire Chief must be able to perform the physical duties of the Volunteer Firefighter role An equivalent combination of education, training, and experience may be considered. PREFERRED QUALIFICATIONS include: EFCO Executive Fire Chief Officer Designation Certificate in Emergency Management or similar REQUIRED KNOWLEDGE, SKILLS & ABILITIES include: Proven leadership skills, skillful at motivating personnel, managing conflict, and influencing others The ability to influence and work effectively with a volunteer firefighter service is critical to this role Demonstrated ability to lead change management in a traditional organization framework Demonstrated expert-level knowledge of modern firefighting and fire prevention methods, incident command systems, apparatus, equipment and preliminary investigation and evidence gathering techniques Extensive experience in strategic and capital planning, including the preparation of reports and the development of long-range plans and programs #J-18808-Ljbffr
