Fixed term contract (12 months), 0.8FTE (32 hours). Hybrid/remote working.

Established in 1996 as an incorporated society with charitable status, the New Zealand Resuscitation Council sets the standard for resuscitation and first aid in Aotearoa New Zealand.

Each year, over 2,000 cardiac arrests occur outside of hospitals in NZ, with only about 11% of these patients survive to hospital discharge. Improving outcomes for those experiencing cardiac arrest is possible by increasing bystander capability, participation and response rates, and improving access to early defibrillation.

Several strategies are already in place to address this, including public access defibrillation programmes and CPR training in schools.

The Council is looking for an experienced project management professional to scope and define the requirements to support the national rollout of the National Community Cardiac Arrest strategy and programme. This initiative aims to emphasize the importance of community readiness to respond to out-of-hospital cardiac arrests (OHCA) and how a national programme will better inform community capability, clinical practice and service delivery, ultimately improving health outcomes and quality of care for all communities in NZ.

In this role, you will create and present a comprehensive business case plan/document that will serve as a call to action, inviting collaboration to drive success and save more lives in NZ. It will detail the project's feasibility and sustainability, plans, resources, milestones, and budget for successful implementation.

Key responsibilities include:

Conduct a project feasibility study and provide analysis and reporting

Engage with stakeholders to identify opportunities, gauge interest and enforcement and assess readiness for the national programme

Identify project risks and recommend mitigation strategies

Scope requirements and develop the project plan with milestones and budgets

Prepare business cases, analyses and presentations

Facilitate meetings and workshops to keep stakeholders informed and support change readiness

Develop change management plans to ensure effective communication and adoption of changes

This is a 12-month fixed-term contract for 32 hours per week (0.8 FTE), based anywhere in the greater Wellington region. Flexible hours and hybrid or remote work arrangements are available for the right candidate.

With a solid understanding of project and change management principles and best practices, you will bring a proven track record of successfully leading business case development and/or delivering national or large-scale community projects. You will leverage this experience to create effective project structures, set standards and provide valuable recommendations. As a strategic and consultative professional, you excel in communication and work collaboratively with a diverse range of key stakeholders.

Person Profile:

Proven experience in project management and/or change management, or relevant discipline

Experience in the not-for-profit sector and/or within a health, policy, or regulatory environment

Proven track record of delivering national and/or large-scale community projects

Understanding of health equity principles and ability to translate them into actionable strategies

Demonstrated stakeholder management skills, with the ability to foster good working relationships and influence others

A consultative and partnering approach with stakeholders

Effective skills in facilitating groups and workshops

Expertise in business case preparation and report/proposal writing

Knowledge of Better Business Case and quality improvement frameworks

Commitment to the mission and values of the NZ Resuscitation Council in improving better health outcomes

Commitment to and/or understanding of Te Tiriti o Waitangi principles

Can work with multi-stakeholder and hybrid/remote environments

A relevant tertiary qualification or professional certification (i.e. project management, change management)

Knowledge of change management and quality improvement principles and frameworks would be advantageous.
