Napier City Council is looking for an experienced Project Manager to join the Programme Delivery team and support the delivery of large capital investment programs across Council owned assets, working predominantly in the 3 Waters space.

With involvement in all stages of project planning, scope development, design, contract documentation, and management, you will provide specialist project direction, support, and advice to the project sponsors and project team, working to deliver the best outcomes in a timely and cost-effective manner to ensure high-quality facilities, utilities, and infrastructure for our community.

Responsibilities will include:

Assisting the Asset Teams with project planning and scope development, the designers with contract documentation, then facilitating the implementation of projects, working within Council policies, plans and procedures.
Leading and managing the procurement process to ensure compliance with Council's Procurement Policy, acting as chair of procurement panels for the tendering of project related goods and services.
In conjunction with the designers and other key project stakeholders, coordinating the preparation of contract documents that represent the scope of work required and manage contract risk.
The effective monitoring, analysis and regular reporting on the implementation of these contracts and project performance, against agreed objectives.
The timely identification and communication of risks and the implementation of mitigation strategies.
To be successful in this role, you will need:

An engineering degree or the equivalent level of formal education, or application of theoretical knowledge.
Project management experience, working predominantly on 3 Waters projects.
Previous budget management experience (circa. $5M).
A good understanding of the NZS3910 suite of contracts.
A good knowledge of NZ Specifications, regulations, and procedures.
You will also have well-proven ability to:

Refine and manage scope definition.
Develop and control project schedules and critical paths.
Communicate effectively and in a timely manner.
We will be interviewing applications as we receive them and may close the role when we have found the right person.
