Project Engineer, Engineering Services, UAM [based in Jurong Island]
Purpose and Scope
Execution of inhouse brown field projects to ensure completion of projects safely within budget, schedule and quality and Sembcorp Standard.
Key Roles and Responsibilities
Responsible for EPC execution of existing plants modification, revamp/upgrade/ optimization/demolition or expansion of existing assets.
Develop Project Execution Plan to manage EPC contrators /vendors until handover of the projects
Ensure projects are executed according to company standards (e.g. project management procedures, QA/QC standard, HSSE standards, Engineering Standard, etc), agreed contractual schedule (e.g. ensuring Enmgineering, Procurement, Construction, Testing and Commissioning activities are executed based on schedule), contract specification and budget (e.g. minimising VOs claims)
Work closely with O&M department for any tie-in to existing plant to avoid any unplanned plant shutdown
Lead review of MSRA for PTW (Permit to Work) system
Lead weekly, montly progress meeting and update and report to Dept. head and management.
Coordinate with O&M, Customers and EPC Contractor/Vendor for all Proejct executioan and commissioning activities
Ensure proper document control and project documents are ready for archival upon project completion
Ensure all project documents and as-built drawings are archived in the Digital Technical Library
Secure all necessary licenses/permits required by Government Authorities before plant construction & after construction completion
Provide after-handover support to O&M as & when required to close any outstanding issues arising from project management phase of work
Major Challenges
Complete the project within budget, schedule & meeting company HSSE's KPI.

To meet project tight schedule dateline and working in the harsh industrial environment
Qualifications & Experience
Degree or Diploma in Mechanical Engineering, Project Execution or equivalent
Min 8 yrs experience in Mechanical / Piping Project execution in Power Plant, Water / Waste Water treament, Utilities projects
Attended and passed the examination in the WSQ Supervise Workplace Safety and Health in Process Plant [previously known as Oil / Petrochemical Industry Safety Course for Supervisor (OPISCS)], Work at Height, Confied Space Safety course conducted by WDA-ATP or similar, equivalent external course.
Skills/competencies & Preferred Characteristics
Good understanding of utilities/water, waste water treatment plant's process
Good analytical skill in analyzing project execution issues
Strong interpersonal and communication skills
Good team leader and decision making. Lead multi-discipline project team
Ability to motivate team members and external stakeholders
WSH courses for supervisor including Work At Heights, Confined Space, Lifting Work, Radiography Testing, Excavations Works, Hot Work & Work in a Hazardous Area #J-18808-Ljbffr
