The Central Procurement Office seeks a highly motivated and experienced individual to join our Business Partnering & Shared Services team.
The successful candidate will collaborate with both external and internal stakeholders and ensure the success of the team in delivering a full spectrum of procurement activities to meet the dynamic needs of the businesses in departments at NUS Bukit Timah CampusDuties and ResponsibilitiesRelationship Management and User SupportManage relationships and communications between users and procurementProvide end-to-end support and guidance to users on procurement policy, procedures and systemPrimary point of contact between users and other specialist departments, e.g.
Legal and FinanceConduct training programs for university staff on procurement policies, procedures, best practices and systemProcurement Planning and Category ManagementConduct procurement planningProduce regular reporting of procurement performance and spend analysisConduct analyses to identify potential consolidation opportunities to optimise procurement efficienciesDevelop a sound supplier network, manage supplier relationships and contractsDrive strategic category management of assigned commodities in the General Goods and Services (GGS) category at university levelProcurement OperationsAdminister quotation and tender processes and review procurement documentsParticipate in the evaluation of bids and conduct negotiations, prepare recommendation reports, and facilitate the approval and award of bids in consultation with usersPerform procurement transactions timely in NUS' procurement system, Ariba (i.e.
publication, bid download, award, PO creation, goods receipt) to meet service levelsIdentify and implement procurement processes improvements to streamline workflowsAdditional ResponsibilitiesAny other duties assigned by the University and the DepartmentQualificationsRecognized University degreeMinimum 5 years procurement experience familiar with tendering processes, bid evaluations, report writing and contract negotiationGood interpersonal, communication and time management skillsResults oriented with a demonstrated commitment to teamworkExperience as a change agent in an organisationProficient in SAP Ariba and Microsoft OfficeStrong proficiency in written and spoken English for drafting tender specifications and facilitating effective communication with stakeholders and suppliersMore InformationLocation: Bukit Timah CampusOrganization : National University of SingaporeDepartment : Central Procurement OfficeJob requisition ID : 26821
