Te aheinga - The opportunity As a result of NPDCs Organisation Transformation Review, a number of new teams and roles have been created, including the Project Management Office (PMO). NPDC has over $1B of capital projects to deliver over the next decade and the PMO plays a crucial role in delivering this significant investment efficiently and effectively for our community. We are looking for a commercially astute professional with strong leadership skills for the newly created Procurement and Commercial Services Manager role. Reporting to the PMO Manager, the role forms part of NPDCs PMO Leadership Team and plays a pivotal role in: Leading NPDCs procurement policy and overarching organisational strategic planning and implementation, Provision of procurement advice, commercial expertise and contract administrative support to the business (CAPEX and OPEX) through the procure to pay (P2P) lifecycle, and; Cost estimating and management expertise to drive value for money outcomes and improve cost certainty. Tino takohanga - Key responsibilities: Deliver procurement advice and support aligned with organisational priorities and the procurement policy and strategy, with implementation monitored and reported on Undertake procurement in a manner that demonstrates understanding business unit needs and supports timely and fit for purpose outcomes that Meet NPDCs social, cultural, environmental and economic wellbeing priorities, and are compliant with all relevant legislation and regulations. In collaboration with senior managers, undertake effective Supplier Relationship Management (SRM) that contributes to developing and engaging with the supply chain, effective performance management, and the industry have a good awareness of upcoming opportunities and confidence in the Council's long-term investment pipeline Work proactively and collaboratively with key internal stakeholders to enable an integrated and consistent approach to the planning and delivery of the annual plan and projects, and to enable delivery success. Nga tino pukenga me nga wheako - Essential skills and experience: You will ideally hold a Chartered Institute of Procurement and Supply (CIPS) qualification, or have significant procurement / commercial experience in construction and services sectors, with a track record of success in strategic procurement, contract negotiation, and supplier management, plus: Advanced knowledge of best practice procurement and contract management techniques that support effective project planning and managing multiple projects. Proven leadership skills, demonstrating ability to set vision and values, and lead a team to execute in alignment with organisational strategy. Advanced interpersonal skills with the ability to build successful working relationships with key stakeholders including technical experts from a range of disciplines. A strategic thinker with advanced problem solving and analytical skills. Knowledge of the requirements in relation to health and safety management with a proven ability to lead a positive health, safety and wellbeing culture, and awareness of obligations and requirements in relation to employment conditions and cultural responsiveness. Desirable Experience working with Kaupapa Maori, competency in Tikanga and a dedication to applying Te Ao Maori lens Demonstrated experience successfully leading and managing a team in a complex public facing environment with working knowledge of Local Government legislation.
