Emergency Management Bay of Plenty is seeking a motivated individual with emergency management leadership, project, policy and emergency management experience to join our team based in central Tauranga.
Reporting to the Director Emergency Management, this role provides strategic and tactical support to the Director and specialist technical advice, leadership, direction to the wider team, including analysis of the issues, risks and opportunities related to emergency management.
The role has two distinct modes of operation:
a business as usual component that focuses on relationship management, collaboration and planning for different types of emergencies, and
a response component, as a Group Controller, leading the CDEM and multi-agency response. This means leading teams through ambiguity in high stress environments to rapidly respond to the unfolding needs of an emergency.
The role of Principal Advisor Emergency Management is challenging and varied with responsibilities that include:
Operating as an emergency management subject matter expert, providing strategic advice and operational support across the Bay of Plenty CDEM Group.
Managing complex programmes of work including developing, scoping, delivering, and reporting on high quality projects.
Representing Emergency Management Bay of Plenty and the CDEM Group in multi-agency forums at national, regional and local levels.
Establishing and maintaining close working relationships with internal and external stakeholders.
Engaging, influencing, coaching, and leading across the 4R's of emergency management.
Delivery strong facilitation, tact, negotiation skills using political acumen to deliver on work programmes.
Leading and participating as a team member in operational readiness activities.
Responding to emergency situations within the Bay of Plenty CDEM Group including in the capacity of Alternate Group Controller.
Being on an on-call roster as Duty Group Controller and working outside normal hours, sometimes for prolonged periods, in response to emergency events.
O pumanawa | Your skills and experience
Minimum of 10 years' relevant technical experience in emergency management or related field
An excellent knowledge of the Civil Defence Emergency Management (CDEM) Act 2002, National Disaster Resilience Strategy and the National CDEM Plan Order 2015 is required.
Demonstrable experience working alongside, and providing advice to, executives and governance
Demonstrable experience in Civil Defence Emergency Management responses or in a related, highly pressured, highly complex, multi-agency environment
Demonstrated critical thinking, project planning, delivery and monitoring, report and policy writing experience.
High level of judgement with the ability to make effective decisions in complex situations combined with the discretion and tact to handle confidential and private information.
Experience working positively and collaboratively within a team and the ability to create and maintain extensive networks across a broad range of stakeholders.
