We work collaboratively with iwi, Government, not-for-profits and businesses to achieve outcomes that benefit our community.Te aheinga - The opportunityAs a result of NPDC's Organisation Transformation Review, a number of new teams and roles have been created, including the Project Management Office (PMO). NPDC has over $1B of capital projects to deliver over the next decade and the PMO plays a crucial role in delivering this significant investment efficiently and effectively for our community.We are looking for an experienced practitioner for the newly created Portfolio Services Manager role. This role is part of NPDC's PMO Leadership Team, leading a small team, championing the engineering and embedding of effective portfolio, programme and project management frameworks, processes and tools to support and optimise project planning and delivery, while promoting a supportive and high performing team culture.Key Responsibilities:Establish, maintain and champion portfolio, programme and project frameworks, practices and artefacts, in line with good practice industry standards, and monitor alignment to these.Provision of programme advisory and support services for all governance, reporting, scheduling, programme/project controls, risk and issue management, quality management, information management, business writing and administration support.Provide a global view of all programmes and projects across NPDC. This includes development and implementation of insightful and performance-based portfolio, programme and project reporting capability.Provide high-quality business and project coordination support to the PMO.In conjunction with business leads, undertake capacity planning and high-level master scheduling to determine optimised delivery based on organisation priorities, available funding and resource availability.Develop, maintain and champion NPDC's project management technology platform (P3M).Provide training and coaching to the organisation in relation to NPDC's project delivery framework and tools, and associated change management.Minimum Qualifications:You will ideally hold a Formal Portfolio, Programme and Project qualification e.g. MSP, Project Management Professional (PMP) or PRINCE2 certification with a minimum of 10 years' experience designing and applying portfolio/programme and project management methodologies, plus:Demonstrated experience in supporting governance processes in large and diverse organisations.A strategic thinker with strong analytical, statistical and numerical skills with strong attention to detail and proven ability to diagnose root causes of problems and analyse complex issues to develop practical recommendations and robust strategies to address issues.Experience in engaging senior stakeholders (Executives and business sponsors) and supporting effective decision making.Proven leadership skills, demonstrating ability to set vision and values, and lead a team to execute in alignment with organisational strategy.Demonstrated ability to navigate and lead teams through organisational change, ensuring smooth transitions and minimal disruptions.Experience working with Kaupapa Maori, competency in Tikanga and a dedication to applying Te Ao Maori lens.Investment Logic Mapping (ILM) training and/or certification.Demonstrated experience successfully leading and managing a team in a complex public facing environment with working knowledge of Local Government legislation.He aha ai a Taranaki? - Why Taranaki?With the stunning Mt Taranaki as a backdrop and the warm iron sands along our coast, it is no wonder Taranaki is one of the best regions in New Zealand and the world.
