Rare policy leadership opportunity
Based in our central Wellington, Auckland or Christchurch office
18-month fixed term or secondment opportunity
Salary range $132,417 to 160,472 + Kiwisaver
The Building Performance and Resilience Team provides regulatory policy advice and identifies and addresses problems in the building and construction sector so that buildings are safe, healthy, and durable.
The team is young, flexible and dynamic, with a big work programme. Our people are located across the country and we operate a "matrix management" model in order to support a wider work programme in the Building System Performance Branch.
A key focus area for the Building Performance and Resilience Team is a review of seismic risk management in existing buildings under the earthquake prone building system which is regulated by the Building Act 2004. This Review is considering how well the current system for managing seismic risk in existing buildings is working, identifying problems, assessing options, and providing recommended actions.
The Branch also has a range of other work underway to improve the resilience of buildings from climate change and fire and to improve the overall efficiency and effectiveness of the building consent system so that building work may be undertaken more quickly, cheaply and cost effectively.
Skills and Experience Required
We are looking for a Team Leader with exceptional policy leadership skills, who has experience navigating complex and sensitive policy domains and leading people to deliver.
You will be able to:
Lead the delivery of policy programmes and projects – in particular, the review of seismic risk management in existing buildings under the earthquake prone building system
Constructively work with thought leaders in the team to set the policy direction and co-deliver the work you lead
Lead engagement with the Minister and building and construction sector stakeholders on your portfolio of work
Manage a team of 6-7 senior policy advisors, policy advisors and graduate policy advisors – including remote management of people where team members are not located in the same city as you
Contribute to lifting policy capability across the wider team.
We have a strong focus on skills development. You can expect to work on the things that you are best at, as well as try new things to broaden your skills. We will provide you with the right support to succeed.
We are looking for someone who has:
Proven experience in shaping the strategic direction of policy projects or programmes of work
Proven experience in delivering high-quality, well-reasoned and practical policy advice to Ministers
Experience managing policy projects, Cabinet processes and legislative processes
Demonstrated ability to lead diverse teams to deliver, and to mentor and coach individual team members
