Policy Analyst/Senior Policy Analyst (Agriculture and Forestry) at Ministry for Primary Industries, Wellington CityJob Title: Policy Analyst, Climate Change Policy x2Job Title: Senior Policy Analyst, Climate Change PolicyRole type: Permanent, full-timeLocation: Wellington CityPolicy Analyst GSR F: $74,964 to $99,968 depending on skills and experienceSenior Policy Analyst GSR D: $98,955 to $132,427 depending on skills and experienceWe are seeking multiple passionate and talented Policy Analysts to join our Climate Change Policy – Agriculture and Climate Change Policy – Forestry teams.As part of this role, you will:Provide Ministers with clear, concise and relevant information on various issues and options;Support Ministers with primary sector (and climate change) portfolios by drafting timely and relevant responses to Ministerial and/or Parliamentary questions and Official Information Act requests;Collaborate with peers in the Policy & Trade Branch and other departments on cross-government policy development;Create and maintain effective internal and external relationships to progress specific issues.The ideal candidates will be able to demonstrate strong communication skills, a solution focused approach, and a proven ability to establish and develop effective relationships. You will be comfortable presenting information in a way that can be easily understood by various internal and external audiences.As a Policy Analyst, you will be able to demonstrate:A tertiary qualification or relevant experience in a similar position;Ability to provide clear, accurate, well-reasoned policy advice that is targeted to the audience;Excellent analytical skills;A background or understanding of the Treaty of Waitangi and te ao Maori;Sound understanding of, and experience operating in, Government processes;Sound oral and written communication skills;Good interpersonal and communications skills;Ability to think clearly, make decisions under pressure and thrive in a fast-paced environment;Ability to plan and prioritise use of time, and manage workflows;Comfort with ambiguity and shifting priorities.As a Senior Policy Analyst, you will also be able to demonstrate:Clear ownership of, and taking initiative for, delivering your work;Supporting others in the team to develop their knowledge and expertise, and deliver on collective deadlines;Experience in leading a significant policy development process;Strong relationship management skills and experience working jointly with multiple stakeholders (internal and/or external).You do not need to meet all of the role requirements to apply. Knowledge of climate/agricultural science, New Zealand's legislative framework for climate change, and the wider context in which the primary sector operates would be an advantage.As part of the Climate Change – Forestry team, you will work closely with colleagues in Te Uru Rakau – New Zealand Forest Service, the Ministry for the Environment and other government agencies to support forestry's role in achieving New Zealand's climate change targets while managing the impacts of land use change. Knowledge of forestry, climate/environmental science, the New Zealand Emissions Trading Scheme, and the wider context in which the primary sector operates would be an advantage.You will work alongside a mix of Policy Analysts including Principal and Senior Policy Analysts. Both teams bring a mix of strong sector knowledge, environmental expertise, machinery of government experience and promote strategic thinking.
