Job Title: Policy Analyst, Biosecurity System Policy

General Salary Range F: $74,964 to $99,968 depending on skills and experience
(Midpoint for this position is $87,466 per annum)
We are seeking a Policy Analyst to join the Biosecurity System Policy team which sits within the Regulatory Systems Policy directorate of Policy & Trade. The Regulatory Systems Policy directorate leads the development of high-level strategies for the animal welfare and biosecurity systems, and the policy and regulatory frameworks that MPI operates within.
If harmful pests and diseases get into New Zealand, they can cause damage. Biosecurity focuses on stopping them before or at the border, or getting rid of the ones already here. Biosecurity policy involves using analysis and strategic thinking to shape what we need to do to help protect New Zealand's environment, economy and way of life.
You will focus on primary and secondary legislation, but will need to be flexible and able to pivot to other high-priority work and projects as required.
As part of the Biosecurity System Policy team, you will support work on:
Proposed changes to the Biosecurity Act;
Regulations to support the Biosecurity Act;
Border policy.
The successful candidate will be able to commence their new role from November or December 2024 , to support policy analysis work on the current public consultation process for proposed changes to the biosecurity act.
You will ideally be currently working as a Policy Analyst or be a postgraduate in a similar role, with an interest in broadening your experience and knowledge of the primary sector.
The ideal candidate will be able to demonstrate strong interpersonal and communication skills, a solution-focused approach, and a proven ability to forge effective partnerships. You will draw on your experience to bring a versatile approach and enjoy working in a collaborative environment.
Minimum Requirements:
Experience as a policy analyst or in a strongly similar working environment;
Critical thinking and analytical skills to solve complex policy problems;
Flexibility and comfort with working with ambiguity;
Computer literacy for basic programmes such as Word, Excel;
Good interpersonal and communication skills;
The ability to work collaboratively across MPI, across government and with external stakeholder groups.
This is a Wellington based role reporting to the Manager Biosecurity System Policy, and working alongside a mix of Policy Analysts including Principal and Senior Policy Analysts.
This team brings a mix of strong industry knowledge, machinery of government experience and promotes strategic thinking. The team has a collaborative working style so that everyone feels supported in contributing to their collective goals.
The team also works closely with the wider Policy & Trade branch, government agencies and industry so there is ample opportunity to build meaningful relationships with internal and external stakeholders.
